Job purpose

BBC Media Action is looking for external consultants to conduct an end-of-project evaluation of a two-year media support project in Moldova that has been funded by the British Foreign, Commonwealth and Development Office (FCDO).

The review is expected to start in late March 2025 and be concluded no later than 31 May 2025. Please see below for further details.

Background on the programme

“Supporting Teleradio Moldova’s (TRM) Transformation” is a two-year project aimed at supporting Teleradio Moldova (TRM) in its transformation from state to a public service broadcaster. To do so, BBC Media Action has been delivering a capacity strengthening intervention to improve the knowledge, skills and motivation of TRM managers, editors and journalists to create informative, modern, accessible and engaging news and current affairs programmes, and to enhance existing flagship programmes so that they resonate with and reach wider and more diverse audiences. BBC Media Action has been creating a multimedia strategy to enable TRM to work more effectively regarding content planning and production, and support TRM in using multiple and complimentary media platforms more effectively to disseminate content and extending their reach. BBC Media Action also has been supporting TRM regarding their digital output and strategy in order to reach and engage audiences, as well as regarding organisational developments crucial for a modern public service broadcaster, such as the development of safeguarding and diversity, equality and inclusion (DEI) policies and related training for staff. Further, BBC Media Action has been providing dedicated support on business development to improve TRM’s financial sustainability and strengthen their commercial and sales capacity. The project is structured along five work strands:

  • Multimedia newsroom
  • Quality enhancement of the three flagship programmes
  • Digital
  • Organisational development
  • Business development

Each work strand has been defined by training and mentoring tailored to TRM’s needs and led by BBC Media Action key experts. BBC Media Action has also made available two sub-grants to TRM in line with the project activities Further, BBC Media Action commissioned audience research into the media consumption habits of audiences in Moldova, their interests in different types of content, and perceptions of TRM and its Moldova 1 TV channel, as well as the socio-political moods in the country.

The project has three outcomes (as defined in the logframe):

  • TRM senior management and editorial teams have improved capacity and motivation to produce high quality, impartial and engaging content that takes gender, conflict sensitivity and audience’ needs into account
  • TRM’s audience across digital platforms and social media increase, as multimedia news operational approaches are adopted
  • The quality of TRM’s media content is enhanced

The end-of-project evaluation

The implementation of the project “Supporting Teleradio Moldova’s (TRM) Transformation” is now coming to an end. Besides the project reporting, an internal midline evaluation has been conducted in year 2.

This end-of-project evaluation will reflect on the entire project, its performance, achievements and lessons learned. It will specifically look at the efficiency, effectiveness and overall quality of implementation. The evaluation will also assess whether the project led to any unforeseen results and generate good practices from the project implementation. The consultants will be invited to review all project documentation and theoretical framework, review other information and analysis provided by BBC Media Action’s project team, conduct interviews with stakeholders at TRM, BBC Media Action and in Moldova and report on their findings.

The consultants will be required to submit a full evaluation report. It should address the following questions, however, these are subject to discussion and agreement with BBC Media Action’s project team when finalising the evaluation approach. The consultants are invited to further prioritise these questions and suggest others as necessary.

  • Relevance: The extent to which the project meets the priorities of TRM, BBC Media Action and the donor.
  • Have the project priorities been in line with TRM’s strategic priorities?
  • How relevant is the project to support TRM’s transformation from state to public service broadcaster?
  • To what extent are the initial objectives still appropriate?
  • Are the activities and outputs funded by the project in line with the objectives?
  • Impact: The changes produced by the project directly or indirectly.
  • What have been the key outcomes/the impact achieved so far and how does this compare with what was expected?
  • How did the project add value to the outcomes/the impact achieved?
  • How effectively has the project incorporated inclusivity and gender sensitivity?
  • Sustainability: Potential for the continuation of the impact achieved after the end of the project.
  • To what extent is TRM able to ensure the sustainability of project outcomes in terms of integrating aspects of the work in their future work and in terms of capacity (financial, personal and skills)?
  • What are the major factors, which will influence the achievement or non-achievement of sustainability of the project?
  • What are the mechanisms in place (or planned) to ensure that achieved results are maintained and built upon by TRM?
  • Effectiveness and Efficiency: Assessment of achievements and how far resources and procedures contributed to or hindered the achievement of targets.
  • How has the project responded to changes in the environment, including at TRM and in the country?
  • What are the perceptions and views of stakeholders on how the project has affected their work?
  • How effective was the relationship between the different stakeholders?
  • Did the project present value for money?

The report should also outline recommendations for future collaborations to support TRM in its transformation from state to a public service broadcaster.

Expected level of effort and activities

The evaluation will be largely desk based, with all interviews expected to be conducted online. It is estimated that up to 30 days will be required. Proposals are welcome from individual consultants or from teams of consultants working together.

BBC Media Action’s project team will provide logistical support in arranging meetings and interviews with stakeholders, including interpretation where needed, provide all documents for desk review and support with any queries throughout the evaluation. The evaluation will be planned and conducted in close consultation with BBC Media Action’s project team, including agreeing on the approach and methodology at the evaluation onset. The consultants are expected to communicate regularly with BBC Media Action’s project team, such as check-in meetings to update about the evaluation progress and discuss any issues.

The evaluation should use quantitative and qualitative data, and engage relevant staff at BBC Media Action, TRM and other stakeholders. The evaluation should include methods such as:

  • Desk review of relevant documents
  • Survey with TRM staff
  • Interviews with BBC Media Action staff, TRM staff and other stakeholders
  • Case studies

BBC Media Action encourages the consultants to suggest any additional approaches and methods that could further strengthen the quality of data.

Deliverables

Consultants should deliver the following:

  • Final evaluation design and work plan including approach and methods, timeline and list of stakeholders to be interviewed following kick off meeting with BBC Media Action’s project team
  • Draft evaluation report
  • Final evaluation report

Selection and award process

Applicants must be able to demonstrate the following:

  • Experience in conducting qualitative monitoring and evaluation exercises for donor-funded projects and writing reports to high professional standards
  • Experience in the international development environment
  • Experience in the media and journalism sector, ideally including a strong understanding of public service media
  • Regional expertise: applicants will ideally have familiarity with Eastern Europe and post-Soviet countries including a good understanding of political and socio-economic issues in the region
  • Availability to carry out the work during March – May 2025
  • Experience of monitoring and evaluation of FCDO funded projects is an advantage
  • Familiarity with BBC Media Action and its media development approach is an advantage
  • Knowledge of Romanian or Russian language is an advantage
  • Value for money in the financial proposal

Consultants must be independent and impartial. Individuals or organisations who are themselves engaged in implementation of current media development programmes will not be considered.
