DESCRIPTION

This is a professional position at the intermediate, fully operational level of the Research Administrator series. The incumbent applies acquired job skills, policies, and procedures to complete substantive assignments / projects / tasks of moderate scope and complexity; exercises judgment within defined guidelines and practices to determine appropriate action.

Under general supervision, develops and / or oversees research awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Monitors awards of moderate scope such as single investigator NSF proposals where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc). Receives assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions. Completes and approves transactions for signature by manager or other authorized institutional official.

The incumbent will provide moderate analytical and financial support in contract and grant administration, management of funds post-award, and closeout activities for federal, state, local and private sponsors. Involves activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting from a variety of campus systems, including Kuali, UCPath, and Oracle Financial; and sub award/subcontract issuance and administration.

The complexity of the awards are defined as follows: Type of Awards – Regular research awards; <25% subawards; <25% cost sharing; moderate number of awarding entities. Type of Self-Supporting Activities – Research recharge operations (income < $500K/year; training grants). Contributions to Development of Policies and Procedures – Provides data gathering and analysis to the development of policies and procedures.</p>

Resources to be managed will be determined by each department reflecting the quantitative measures in the Classification Matrix for Sponsored Research Administration.

The incumbent will perform Fund Management duties as outlined below:

~Number of Awards Managed: 15-30

~Dollar Amount of Awards Managed (separate direct and indirect costs): $4M (direct cost); $1.5 (indirect cost)

~Percentage of Award Types: ~ 75% Standard, ~ 25% Subaward, Cost-Sharing, ContractsPost award reporting complexity: varies based on the funding agency such as Federal; NIH, NSF and state as well as private.

~ Number of PI’s supported: 10+

Additional complexity/workload responsibilities: Negotiated Salary Program (NSP), Faculty Salary Exchange Program (FSEP), Summer Salary, Faculty Start-up and faculty generated account, UCPath funding entry.

QUALIFICATIONS

  • Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.

  • Ability to manage a high volume of transactions.

  • Ability to perform moderately complex financial analysis and customized reporting.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Effective problem-solving skills.

  • Knowledge of OMB circulars such as Uniform Guidance, and principles of cost accounting standards, including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines.

  • Ability to work in a fast paced environment with overlapping deadlines and short lead times and maintain a high level of attention to detail, and ability to work with a high degree of accuracy and follow through.

  • experience working with computer and information management systems. Strong computer skills in a PC environment using various business software programs (spreadsheets, word-processing, and databases) with a willingness and ability to update and increase skills and knowledge as needed.

  • Knowledge of common sponsored award mechanisms and skills to gather and analyze resource data from various sources.

  • Willingness and demonstrated ability to embrace and consistently uphold the principles of community for a collaborative work environment.

  • Excellent interpersonal skills including tact, diplomacy and flexibility. Ability to work independently and/or in a team framework in conjunction with principles of community. Ability to work effectively with a diverse population, including faculty, staff, students and the business community.

  • Excellent verbal, written, and electronic communication skills that facilitate professional, effective, and courteous interaction with a diverse population. Ability to maintain confidentiality as required.

SPECIAL CONDITIONS

  • Overtime and weekends may be required.

  • Job offer is contingent upon satisfactory clearance based on Background Check results.

  • Special projects as assigned.

Pay Transparency Act

Annual Full Pay Range: $75,147 – $109,453 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.99 – $52.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
