THE CENTRAL MANAGEMENT UNIT

The Central Management Unit (CMU) mission is to ensure coherence, flexibility, and efficiency in the management of human and financial resources of the Directorate. In close co-ordination with the Director’s office, it will contribute to the preparation of the Directorate’s Programme of Work and Budget (PWB), as well as the preparation corporate financial and HR reports with the relevant committees. It will manage income-related activities such as internal billing and cost recovery as well as purchasing-related activities.  On behalf of the Director, the CMU will be responsible for the control functions related to the execution of the budget, as well as the monitoring and reporting of expenditure in accordance with OECD rules and procedures. It will also oversee, advise and facilitate all HR planning, recruitment, contracting, separation, talent management and professional development, and performance management exercises in line with the Organisation’s policies.

The OECD is recruiting finance and/or human resources advisors to constitute a pool of candidates in order to contribute to and support the resource management and administration function in CMUs in the Organisation. The role of each CMU is to provide strategic guidance and advice on human resources and financial resource management to their respective Directorates, in accordance with corporate rules, regulations and policy guidelines. Selected candidate(s)will work under the supervision of the Head of a CMU and will liaise with the Organisation’s corporate services.

N.B. Please note that the appointment may be made at the lower level, depending on the requirements of the role and the corresponding level of qualifications and professional experience of the selected applicant; the duties and responsibilities assigned will be adjusted accordingly.

Job Description

Main Responsibilities

Financial Management

  • Prepare cost estimates, spending plans, financial analyses, forecasts, budget reports and official documents in relation to the Programme of Work and Budget (PWB), and reports to committees.
  • Work in close collaboration with the project managers and Heads of Division/Unit to prepare draft budgets, review draft voluntary contribution (VC) agreements and output timelines to ensure feasibility, proper cost assumptions, and compliance with OECD guidelines
  • Negotiate and review new offers of VCs, including complex EU funding VCs; manage multi-commenting processes on Legal documents through the e-VC platform, in collaboration with staff in SGE/LEG and EXD/PBF. Ensure incoming VCs are fully aligned with the results-based management framework.
  • Participate in the development, review and implementation of financial reforms as necessary, including the improvement of the corporate financial reporting and budget processes.
  • Provide guidance on the application of financial norms and procedures and ensure compliance with OECD’s financial regulations, instructions, procedures, policies and practices, using the corporate financial and administrative processes, systems and tools.
  • Monitor budgets and produce reporting for senior management.
  • Review accounts to ensure that expenditures and financial commitments accurately reflect the state-of-play. Assist in the annual closing of the accounts and opening of the following year’s accounts.
  • Provide guidance to staff members on all aspects of procurement, and actively help pilot competitive procurement processes, liaising as necessary with the central OECD purchasing group and legal department.
  • Ensure complete and accurate records are kept for audit purposes.

Human Resources

  • Organise recruitments, including job vacancies for publication, candidate testing and video screening, panel interview logistics and managing the candidates during throughout recruitment process. Participate as a panel member when appropriate and provide first draft of panel reports.
  • Provide staff with guidance on the application of corporate human resources rules and regulations, including processes, procedures, policies and practices, and develop Directorate-wide communications as necessary.
  • Monitor career-related actions including staff contracts, staff mobility, career development, teleworking, absences, and probationary periods.
  • Support the Head of CMU in developing and enriching the Directorate’s strategic staffing strategy. Participate in the implementation and continuous evaluation of policies for staff management and development, and make proposals for workflow improvements on administrative processes.
  • Facilitate, co-ordinate and support the annual performance review exercise in the Directorate, including providing managers and staff with guidance on policies, processes and performance management tools, reporting, and support the Directorate’s performance review meetings in close collaboration with Human Resource Management (HRM).
  • In close collaboration with the team, the Unit Head and HRM, proactively contribute to staff well-being and ensure effective resolution of all staffing issues.
  • Organise the welcoming and onboarding/orientation of new staff and remain the contact point for all staff on HR questions.

Administrative Support

  • Keep up-to-date on OECD’s regulatory framework relevant to financial, HR and corporate management reforms.
  • Contribute towards the development of best practices through proactive dialogue with OECD corporate services and peers in other OECD Directorates.
  • Continuously contribute to improved process efficiency.
  • Participate in finance community and/or human resources working groups that provide input to the design and enhancements of new software and applications.
  • Assist with other administrative tasks as necessary and provide back-up to CMU colleagues as needed.

Qualifications

Ideal Candidate Profile

Academic Background

  • A university degree in business or public administration, human resources management, finance, accounting or a closely related field.

Professional Background

  • Minimum of 5 years of proven experience in human resources management and/or finance management, preferably in an international context.
  • Proven experience in the interpretation and application of human resources and/or financial management procedures and policies.
  • Experience in the analysis of quantitative and qualitative data and information.
  • Knowledge of the structure, processes and regulations of an international organisation would be an advantage.
  • Experience with the management of complicated grants agreements, including from the European Commission would be an advantage.
  • Proven ability to cope with conflicting requests and strict deadlines, to communicate strategically and work effectively in a multicultural environment.

Tools

  • Very good level of experience in using resource management applications such as SAP, OBMR, Business Objects (BO), SmartRecruiters, PowerBI, Concur or the ability to very quickly master the use of such applications.
  • Excellent command of Microsoft Office software and demonstrated aptitude with Excel, are a requirement.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Salary Information 

  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in September 2024 and panel interviews are planned for October 2024.
