1. Purpose of the Consultancy
The main objective of this consultancy is to develop a Partnership Engagement and Resource Mobilization Strategy (PERMS) for WHO Sudan.

The World Health Organization (WHO) serves as the directing and coordinating authority for public health within the United Nations system. In response to escalating health emergencies in Sudan, the WHO Country Office has undergone significant restructuring to address the pressing
health needs of the population. Sudan faces a complex mix of challenges, including armed conflict, displacement, disease outbreaks, economic instability, and natural disasters. These challenges have strained the country’s health system, necessitating a strategic approach to resource mobilization to ensure the availability of essential health services, emergency and outbreak response, and the implementation of WHO’s mandate.
To support its mission, WHO Sudan is establishing a comprehensive Partnership Engagement and Resource Mobilization Strategy (PERMS). This strategy will aim to strengthen partnerships, diversify funding sources, and ensure predictable and sustainable resources to meet the health needs of the Sudanese population and for WHO to implement its plan of work.
Aligning with WHO’s Global and Regional Resource Mobilization Strategies, the PERMS will be tailored to Sudan’s specific context, focusing on needs, addressing funding gaps, building partnerships, donor confidence, and creating a robust platform for collaboration with national and international stakeholders.

4. Work to be performed:
The consultancy will be conducted over eight weeks from the start date. Key milestones include:
Week 2: Submission of Inception Report.
Weeks 2-6: Stakeholder consultations, data collection, and drafting of the PERMS.
Week 8: Submission of the final PERMS.
The consultant will be responsible for:
Output 1: Conduct a situation analysis-based review of existing documentation and engagement with stakeholders.
Deliverable 1.1:Review existing national health strategies, WHO’s Country Cooperation Strategy (CCS), relevant humanitarian response plans and UNSDCF priorities (if available) and alignment of WCO RM strategy with these and the SDGs.
Deliverable 1.2:Analyze Sudan’s health funding trends, donor contributions, and gaps in resource mobilization across the health actors and within WHO Sudan WCO.
Deliverable 1.3: Review current donor engagement, recognition, communication, and visibility practices in WHO Sudan.
Deliverable 1.4:Assess the strengths, weaknesses, opportunities, and threats (SWOT) in the current partnership landscape.
Deliverable 1.5: Develop a comprehensive donor and partner mapping, including existing donors, potential funding streams, and opportunities for cross-sector collaboration.
Output 2: Facilitate discussions with Stakeholders.
Deliverable 2.1: Engage with the relevant staff from Sudan WHO country office and with key stakeholders, including the Ministry of Health, UN agencies, donors, NGOs, and non-state actor contributors.
Deliverable 2.2: Identify potential new partners and funding opportunities at national, regional, and global levels.
Output 3: Develop a PERMS strategy.
Deliverable 3.1: Develop strategic objectives, approaches, and actions to enhance partnership engagement and resource mobilization.
Deliverable 3.2: Ensure alignment with Sudan HRP 2025, WHO’s Thirteenth General Programme of Work (GPW13) / GPW14, EMR Vision 2023, RDs flagship initiatives, and Sudan’s health priorities.
Output 4: Develop an action Plan and provide recommendations.
Deliverable 4.1: Propose a detailed, time-bound action plan for implementing the PERMS and better positioning of WHO Sudan, and updated communication and visibility plan.
Deliverable 4.2: Provide recommendations for monitoring progress and adapting to emerging challenges.
Output 5: Establish Communication and Visibility Strategy.
Deliverable 5.1: Revise the existing communication and visibility strategy and plan in collaboration with the Communications Officers of the Sudan WCO. This strategy will be integrated into the PERMS to enhance donor recognition and partner engagement.
Output 6: Integrate cross-cutting themes into PERMS.
Deliverable 6.1: Integrate cross-cutting themes including gender mainstreaming, PSEAH (Prevention of Sexual Exploitation and Abuse and Harassment), and protection against abusive conduct into the PERMS and all resource mobilization efforts / activities.
Output 7: Develop a Standardized PERMS.
Deliverable 7.1: Ensure that the PERMS is developed using the standard WHO template, with a concise version for senior management that includes key findings and strategic actions. Detailed sub-plans and analyses will be annexed to maintain clarity and usability.
Deliverable 7.2: Submit a draft PERMS document for review by WHO Sudan and key stakeholders (including a stakeholder analysis).
Deliverable 7.3: Present the PERMS to WHO Sudan and relevant partners.
Output 8: Provide a finalized PERMS document.
Deliverable 8.1: Draft and finalize the PERMS document, including an executive summary, situation analysis, strategic objectives, action plan, and monitoring framework, based on the feedback and inputs provided by WCO.
Deliverable 8.2: Integrate feedback to produce a finalized PERMS document.
Output 9: Prepare an Inception Report.
Deliverable 9.1: Prepare an Inception Report that outlines the methodology, work plan, and timeline for the consultancy.
Deliverable 9.2: Present initial observations and proposed a stakeholder engagement plan in the inception report.
5. Technical Supervision
The consultant will report to the Programme Management Unit in Sudan WCO and will work closely with the communications officer and relevant technical units. Regular updates and consultations with the Sudan Country Office and regional stakeholders will be require.
6. Specific Requirements
Qualifications required:
Advanced university degree in public health, health systems, international relations, or a related field.
Experience required:
From 7 to 10 years of relevant experience in resource mobilization, donor relations, or public health programming, with a focus on fragile and conflict-affected settings.Proven expertise in developing resource mobilization strategies and engaging with diverse stakeholders.

7. Place of assignment
The consultant will be expected to travel to Sudan during Weeks 2 to 4 of the assignment.
8. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
