Under general supervision of the Deputy Director of Revenue Contracts within the department of Financial Affairs, administer policies and procedures by which contracts are executed for the Board of Trustees of Southern Illinois University, on behalf of its School of Medicine (SOM), and SIU Physician & Surgeons, Inc d/b/a SIU HealthCare (HC). Establish and maintain standards of good business practice, sound fiscal management, compliance with governmental agencies and protection of the University and SIU HealthCare as criterion for preparation, analysis, and approval of contractual arrangements by the University and SIU HealthCare. Responsible for the development, negotiation of legal terms, continuous maintenance, and operational implementation of active contracts generating more than $100 million of annual revenue. Responsible for partnering with SIU academic and cand clinical department administrators and fiscal managers, as well as developing and maintaining external partnerships with contract coordinators at affiliated institutions. Responsible for the database maintenance of University, SIU Telehealth, and SIU HealthCare contracts for the purposes of executive reporting, departmental assistance, and receipting directives.

• Working knowledge of contract management;
• Capacity to critically analyze information, identify potential risks, and develop solutions for complex contractual issues.
• Ability to prioritize tasks, manage multiple projects and consistently meet deadlines in a fast-paced environment;
• Strong organizational abilities to track details, manage documents and maintain efficiency;
• Ability to work independently, maintain productivity and overcome challenges without constant supervision;
• Flexibility to adjust writing approaches and manage evolving institutional needs;
• Knowledge of State laws and University and SIU HealthCare procedures related to contracts and agreements;
• Ability to interpret, research, and apply regulator directives pertaining to contracts;
• Ability to analyze, evaluate, problem solve, and render advice and assistance;
• Strong mathematical skills;
• Proficiency in Microsoft Office products, particularly Excel and Word;
• Ability to negotiate and present oral and written comments and recommendations clearly and concisely;
• Ability to establish objectives, implement procedures and develop methods to measure effectiveness of results obtained;
• Ability to prepare complex requests for proposals, contracts, agreements and management reports;
• Ability to establish and maintain effective working relationships with the University’s Office of General Counsel, SIU HealthCare Administration, University departments, contractors and the general public.

1. Bachelor’s degree in business administration, management, communications, legal studies, or a field related to position
2. Five (5) years of professional-level managerial, business, and/or legal experience. A Master’s Degree in an area consistent with the duties may be substituted for one (1) year (12 months) of work experience.

Condition of Employment: Pursuant to the State Universities Civil Service System, an out-of-state resident who is hired into this position must establish Illinois residency within 180 calendar days of their start date.
