Project Context
The Government of Somalia has been implementing road improvement programs as part of its transport policy. The programs have involved rehabilitation and maintenance of, trunk, urban and rural infrastructure. The ILO has been supporting the Government of Somalia to implement a number of infrastructure projects using the Local Resources Based Approaches (LRBA) also known as the Employment Intensive Investment Approach (EIIA) which maximizes the using of local resources including labour and material. This approach has the added advantage of maximizing employment creation opportunities in project design and implementation. This approach has been implemented in almost all the member states of Somalia.
Towards this end, the Project creating decent work opportunities for Somali IDPs, returnees and host communities through employment-intensive infrastructure improvement was designed in response to the Government’s initiatives on the Comprehensive Refugees Response Frameworks (CRRF) action contained in the Somalia National Development Plan (SNDP) and the Baidoa Strategic Development Plan (SDP) to support sustainable re-settlement and reintegration of IDPs and returnees into society. The project is co-financed by the German Federal Ministry for Economic Development (BMZ) through Kreditanstalt für Wiederaufbau (KfW) and implemented by the International Labour Organization (ILO), in partnership with the Federal Government of Somalia (FGS) and the Federal Member State (FMS) of South West State (SWS) of Somalia. In this regard, the key Government Departments are the Ministry of Public Works, Rehabilitation & Housing MPWR&H) and the Baidoa District Authority (BDA).
The project aims to improve the socio-economic conditions for internally displaced persons (IDPs), returnees and host communities in the district of Baidoa, Somalia through improvement of infrastructure and creation of employment opportunities.

Purpose of the consultancy services
ILO proposes to procure a suitably qualified technical consultant to conduct a study on the proposed solar street lighting component of the project. The purpose of the study is to assess the feasibility of the BDA proposed solar powered on-grid solution for streetlighting and provide basic data on scope, estimated cost for installation and operation and maintenance. Subject to confirmation of the proposed solution (s), the consultancy services may be extended to include detailed design, specifications, preparation of tender documents and supervision of installation.
Location and local context
The project is located in Baidoa City, South West State (SWS) of Somalia. The scope of the KfW-financed ILO-implemented project is construction of urban infrastructure comprising mainly roads, public facilities e.g. markets and installation of security streetlighting along the roads and in public spaces. The current locality of the infrastructure is presented in Annex 1 of these ToR. At the national level, the primary sources for providing electricity in Somalia are currently high-speed diesel generation sets (HSDGs) combined with limited use of grid-tied solar photovoltaic (PV) and very limited use of grid-tied asynchronous wind turbines. There is also a significant interest to and utilisation of Pico PV and Small Home Solar (SHS) PV electricity systems for residential lighting in both urban and remote areas. Furthermore, the addition of sizeable grid-tied solar PV generation to the HSDG based systems of some of the various ESP’s electricity generation and distribution networks has resulted in some synchronised hybrid diesel-solar PV electricity generation systems across Somalia.

Reporting lines and coordination
The consultant shall report directly to the ILO, through the ILO’s Chief Technical Adviser (CTA).
The consultant will liaise closely with ILO Senior Programme Officer/Social Safeguards Officer with regard to government and community liaison and meetings, requests for access to data information.
The consultant will liaise closely with ILO Programme Officer- Engineer in all technical design aspects. The consultant shall coordinate closely with the MoPW and BDA. In this regard, BDA is the responsible institution for all urban development, management and administration matters within the BDA area. BDA is also the key institution responsible for electricity supply, in coordination with private sector partners. The consultant will also liaise and cooperate with other partners (UNHCR, OCHA, UNDP and WB) and projects in technical matters. In coordination with the ILO CTA, the consultant will provide data and information on project progress that may be requested by KfW, or by the KfW-appointed Third Party Monitoring (TPM) consultant(s).

Scope of Work
The scope of services is divided into 2 parts, namely part 1: feasibility study and preliminary design of proposed solution, and part 2: detailed design and supervision of the works.
The scope of part 1 will comprise but not be limited to assessment of security streetlighting needs, potentially available supply, feasibility analysis of proposed solution(s), broad scoping of requirements and costs, site assessment of all related locations, analysis of demand for the sites and availability of adequate supply from existing plant, the availability and adequacy of distribution network, the arrangements for payment of user charges and the institutional arrangements for sustainable operation and maintenance.
Part 2 will be contingent on feasibility assessment of component and approval to proceed. It will comprise detailed design, preparation of specifications and tender documents, technical support in tender process and contracting, supervision of installation and commissioning.
The tender for the consultancy services will be assessed separately for the two parts. The successful bidder will be awarded only Part 1. Part 2 will be subject to the results and approval of part 1- feasibility assessment, and further negotiation on scope of part 2.
