We’re looking for a consultant to support a new climate action program in Central America.

Eligibility: Open to individuals, NGOs, and/or consultancy firms working and/or operating in Central America.

Budget: The maximum available budget is $8,000 (USD), including VAT.

ChangeX is expanding to Central America with a new climate action program targeted to communities across 5 countries: Costa Rica, El Salvador, Guatemala, Honduras, and Panama. The program aims to finance proven climate adaptation and mitigation solutions, using technology and a community-centric approach to system change, providing communities with an agile and cost-efficient way to access and deploy resources and receive support.

To achieve our goal of ensuring that at least 50% of funded projects benefit communities where most people earn less than $14 USD per day, we must identify and prioritise such areas across the five countries. Additionally, we need to collect socio-demographic data from project participants, with a particular focus on women and indigenous populations, to measure and report key indicators inclusively, respectfully, and effectively.

Objective of the consultancy:

To identify communities and key locations where most people earn less than $14 USD per day in Costa Rica, El Salvador, Guatemala, Honduras and Panama, and to design a simple, inclusive, and respectful framework for collecting sociodemographic data from participants and beneficiaries to measure key project indicators.

Scope of work:

  1. Community identification (30%):
    • Analyse national household surveys, census data, and other external sources (e.g. UNDP, World Bank) to identify communities in specific geographic locations in Costa Rica, El Salvador, Guatemala, Honduras and Panama where the majority of people earn less than $14 USD per day.
    • Create a comprehensive list of these locations and communities across the 5 target countries.
  2. Data collection framework (70%):
    • Propose a simple, inclusive and respectful framework for collecting socio-demographic data from project participants, with a focus on women and indigenous populations located in the 5 target countries.

Deliverables:

  1. Inception report:
    • Brief work plan, submitted within 5 working days (maximum) of contract signing.
  2. Community list:
    • A comprehensive list of communities and specific geographic locations in Costa Rica, El Salvador, Guatemala, Honduras and Panama, where the majority of people earn less than $14 USD per day.
  3. Data collection framework:
    • A draft and final framework for collecting socio-demographic data from project participants in these locations, focusing on women and indigenous communities, including survey tools and guidelines.

All deliverables should be submitted in English.

Timeline:

Key milestones include:

  • Inception report: Tuesday 10 December 2024
  • Community list: Friday 20 December 2024.
  • Draft data collection framework for ChangeX review: Friday 3 January 2025.
  • Final data collection framework: Friday 10 January 2025.

Qualifications:

  • Strong experience in socio-economic data analysis, monitoring systems, and poverty measurement.
  • Familiarity with the socio-economic contexts of Central America (particular focus on Costa Rica, El Salvador, Guatemala, Honduras, and Panama is a plus).
  • Fluency in English and Spanish.
  • Excellent analytical and report-writing skills.

The maximum available budget is 8,000 $ (USD), including VAT.
