The Programme Group is central to achieving UNICEF’s goals through programmatic excellence and innovation. It shapes strategies for impactful outcomes, particularly for the most at-risk children, and fosters transformative initiatives and partnerships to enhance programme impact at both national and continental levels.
In September 2024, the Executive Board adopted a new strategy for UNICEF’s Contribution to African Development Agendas, known as the Africa Strategy. The Africa Strategy focuses on three impact areas: developing human capital; resilience, climate action, and humanitarian action; and intensifying implementation of the African Charter on the Rights and Welfare of the Child. Macroeconomic trends such as debt distress, fiscal constraints, and inflation can restrict investments in social services critical to children’s development. The Africa Strategy highlights the need to address systemic challenges, including poverty, inequality, migration, and climate change, while integrating macroeconomic considerations to advance equitable development outcomes for children. By analyzing these intersections, UNICEF seeks to provide evidence-based insights and policy solutions that promote sustainable development.
The Africa Strategy will be delivered through two vehicles: continent-wide and multi-country initiatives, which are designed to drive systemic change across multiple regions; and acceleration through country programmes. Together, these approaches are critical to accelerating UNICEF’s contribution to Africa’s ambitious targets for children as outlined in the AU Agenda 2063 and Agenda 2040 for children.
The Executive Board recognizes both the unique challenges and significant opportunities in Africa, underscoring the importance of sustained investments in the well-being of African children. UNICEF is expected to regular updates on progress to the Executive Board.

This role will work closely with the Office of the Chief Economist and the Director of Social Policy and Protection in the Programme Group, as well as the UNICEF Office to the AU and UNECA, in collaboration with regional offices, the Office of Research at Innocenti, DAPM, DGCA, PPD to provide high-quality and consistent economic and integrated policy analysis, along with advisory support to continental institutions on behalf of UNICEF.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.
As per Article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
UNICEF does not charge a processing fee at any stage of its recruitment, selection, and hiring processes (i.e., application stage, interview stage, validation stage, or appointment and training). UNICEF will not ask for applicants’ bank account information.
All UNICEF positions are advertised, and only shortlisted candidates will be contacted and advance to the next stage of the selection process. An internal candidate performing at the level of the post in the relevant functional area, or an internal/external candidate in the corresponding Talent Group, may be selected, if suitable for the post, without assessment of other candidates.
