STATEMENT OF WORK

Position: Senior Border Crossing Points (BCP) Infrastructure Expert 

Base of Operations: Remote with project site visits 

Level of Effort (LOE): 100 days, including field and remote work 

Period of Performance: o/a January 2024 

Position Reports To: Cameron Berkuti, Director, BCP 

A. Project Background: 

The Ukraine Economic Resilience Activity (ERA) has been working in Ukraine to strengthen the economy and improve

the resilience of businesses and communities since 2018 and will run through August 2026. USAID ERA has a new

mandate to facilitate the export of grains from Ukraine to the global market and improve the capacity of Ukraine’s

cargo trade through western border routes. 

The blockade of Ukraine’s Black Sea ports deprived Ukrainian exporters of marine trade routes, threatening to strike

commercial vessels in the Black Sea headed to and from Ukrainian waters. Deprived of maritime trade, Ukraine’s

exports reoriented to overland modes of transportation, rail, and trucks. This is creating pressure on border crossing

points (BCP) and adjacent infrastructure. To facilitate the flow of commodities from Ukraine to the global market through the

EU borders and to prepare for greater integration with the European Union (EU), ERA is working with State Customs

to upgrade border crossing points and adjacent infrastructure.

B. Role’s Purpose: 

The main objective of the consultancy is to inform and ensure compliance with Ukrainian regulations, enhance

construction management processes, and facilitate capacity-building initiatives for successful BCP infrastructure

design and implementation. The consultant’s deliverables should establish a strong foundation for the development

of BCP infrastructure in Ukraine and ensure compliance, efficiency, and standardized processes to implement

throughout the life of the project.

C. Duties and responsibilities: 

The tasks and deliverables are as follows:

1. Project Preparation

Deliverables:

  • A comprehensive outline of Ukrainian rules and regulations relevant to the engineering design and construction activities, project acceptance, compliance requirements, and permit processes required for project execution.

LOE: 5 Days

2. Training

Deliverables:

  • Training materials for capacity-building sessions.
  • Training sessions to equip project teams with the knowledge and skills needed to implement the outlined processes effectively.

LOE: 10 Days

3. Implementation

Deliverables:

  • Revised construction management process flow based on the review of the USAID-approved construction plan that ensures compliance with Ukrainian regulations and optimizes project efficiency.
  • A simplified feasibility study SOW that details project adherence to both Ukrainian and US regulations.
  • Typical specifications that apply to all BCPs, including earthworks, pavements, parking areas, sidewalks, signage, gates and fences, traffic arms, forced hydraulic traffic stoppers, landscaping, external and internal wet and dry utilities, external lighting, new and repair vertical construction – offices, warehouses, work sheds (foundations, wall, masonry, roof and ceiling, doors, windows, electric, plumbing, mechanical, painting).
  • A checklist for construction procurement and supervision processes based on Ukrainian practices.

LOE: 30 Days

4. Document Standardization Review

Deliverables:

  • Generic USAID/FAR/UA/DAI construction contracts in cooperation with the procurement team.
  • Standardized construction RFP documents, created incollaboration with the procurement director and technical BCP staff.
  • IDIQ request for task order proposal statements of work.
  • Preparation of TO scope of work for engineering predesign and design of BCP projects.
  • Review the Engineering LOEs and cost for projects’ pre-design and design phases.

LOE: 45 Days

5. Reporting

Deliverables:

  • Standard field trip and program forms and reports. 
  • Final report that details key developments throughout consultancy, project needs, and areas of continuous improvement.

LOE: 10 Days

All reports are expected to be written in English and submitted as a Microsoft Word document in 12-point Times New Roman font.

D. USAID / USAID ERA Branding and Marketing Usage

The Consultant shall coordinate closely with the ERA communications team to ensure that correct branding and marking are utilized during the consultancy. The Consultant must obtain ERA’s written approval for the use of logos, banners, and other visibility items, including any necessary publications required for the activities that mention USAID and/or ERA. The Consultant is required to send all materials that may be used for public events to the ERA Communication Team no later than 10 working days before the event to allow time for review and approval.

E. Access to Materials Produced During the Consultancy

The Consultant shall provide the ERA AGRI Director with copies of all materials used and all reports, questionnaires, and other relevant materials produced during the consultancy.
