Purpose of the activity or assignment:
The Business Models Initiative (BMI) was launched by the UNICEF Executive Director in response to demand expressed by Senior Leaders during the Global Leadership Meeting of 2023 and building on continuous organizational improvement initiatives in UNICEF. The aim is to ensure that UNICEF can meet the significant challenge of the acceleration required to meet the Sustainable Development Goals (SDGs) for all children in all contexts, through positioning its presence and engagement with countries at the level of integrated policy advice and support to leveraging financing and partnerships for impact at scale.
The BMI will support the UNICEF Chile Country Office to be one of the offices in the world to participate as a Business Models Learning Lab in a high-income country to foster real-time improvements and innovation, organization-wide learning within the office, and the engagement of all UNICEF colleagues across the organization connected through a common governance and coordination platform.
In consultation with the UNICEF Representative in Chile, the Business Model Initiative (BMI) Consultant will advise on and coordinate the implementation of the Business Models Initiative in the UNICEF Chile Office. Hereby, building on the progressive work of the office and drive a transformative change as a Business Model Learning Lab in a high-income country fostering creativity, collaboration, evidence-based solutions and allowing for real-time adjustments and continuous improvement.
The consultant will facilitate the design, implementation, coordination and monitoring of the BMI process tailored to Chile’s unique socioeconomic landscape, while the National Plan for Children in Chile 2024-2032 and ensure alignment with UNICEF’s global priorities. The consultant is required to foster a collaborative and inclusive environment among staff and diverse stakeholders by promoting organizational learning and driving innovation to achieve bold and sustainable results for children combining integrated policy advocacy, public and private partnerships, sustainable financing strategies, efficient operating modalities and cross-functional collaboration which can possibly be replicated across the organization in high-income countries.

Objective of the work – Description of the consultancy:
 
As a Learning Lab, the Chile Country office has identified an opportunity to further a ´whole office approach´ whereby the main four sections within the office – Private-sector fundraising (PFP), Programme, Communication and Operations come together in a deliberate, planned and coordinated manner to leverage their respective national public and private partnerships around the recently adopted National Plan for Children in Chile 2024-2032 signed by the President of the Republic of Chile for systemic and social behavioural change and bold impact for children.
Hereby, aligning the commitment to child rights and upstream work with public national, regional and global institutions, bilateral partners and civil society for the most vulnerable children with the influence of high value private partners (with their far-reaching clients), digital marketing and face-to-face fundraisers (such as individual donors) on the street and call centers as well as the public press and social networks. The effort will be supported by the office’s agile Operations to reduce procedural and administrative processes and demands while managing the risks. Hereby the office is looking to excel in leveraging broad partnerships, collective action and income to accelerate bold impact for the vulnerable children in Chile.
The Chile Learning Lab will serve as a testing ground for innovation, facilitating the adoption of forward-thinking approaches to partnership building, resource mobilization and programmatic design. Its successes and lessons learned will inform UNICEF’s global strategy, strengthening the organization’s capacity to deliver equitable results for all children, especially the most vulnerable, in diverse and complex contexts.
The BMI will be carried out at the country level with support from the INCEF regional office in Panama and seek collaboration with specifically other UNICEF offices in the region such as Colombia, Uruguay and Argentina. The BMI consultant will report to the Representative in Chile and lead the organizational work on the Business Models Initiative.
He/she will also work closely with the UNICEF Regional Sounding Board team comprised of members of Planning, Operations, Evaluation, Private Sector Fundraising and Programmes. The implementation of BMI in Chile is characterized by an integrative and transversal effort that brings together diverse knowledge and resources from Country Offices, Regional Offices and global governance structures. This collaborative model ensures coherence across organizational levels while allowing for context-specific adaptations.
The BMI Consultant work will enhance UNICEF Chile’s ability to adapt to evolving challenges and opportunities, positioning it as a leader in innovative and scalable business models. The successful implementation of the BMI will:
  • Strengthen partnerships and resource mobilization, ensuring a sustainable impact on the rights of all children in Chile;
  • Enhance UNICEF’s global and regional strategies through documented learnings and best practices;
  • Build the capacity of UNICEF Chile’s staff and partners, fostering a culture of innovation and collaboration.

Product 1. Strategic planning and
alignment
It is expected that in this product delivery block the following documents will be delivered for
Strategic Planning and Alignment:
  1. Initial document of the innovative business model adapted to the Chilean context (draft).
  2. Detailed BMI implementation plan with defined objectives, milestones and schedules.
  3. Strategic alignment report with UNICEF objectives and the SDGs.
  4. Initial matrix of identified risks with preliminary challenges, opportunities and mitigation strategies.

Product 2. Design and Capacity Building
This product is expected to be delivered with
the following activities:
  1. Design of the BMI Learning Lab (concept, structure, responsibilities, objectives and timeline).
  2. Initial database with mapping of synergies between the BMI and the National Plan for Children.
  3. Preliminary strategy for alliances with the public and private sector (draft agreements).
  4. First training session for internal staff on innovative thinking and change management.

Product 3. Initial Implementation and Testing

The delivery of this product is expected to involve the following activities
  1. 1. Execution of the first Learning Lab activitie and reporting of initial results
  2. Formal proposal submitted for innovative financing (private sector or others).
  3. Progress report on staff inclusion and participation in BMI activities.
  4. First monitoring and evaluation report with initial metrics and stakeholder feedback.

 

6 month or 180  days after

Product 4. Consolidation and promotion
The deliverable is expected to include the following activities:
  1.  Interim report on the progress of the business model with recommended adjustments.
  2. Proposed communication strategy and promotional materials to be distributed at national and regional levels.
  3. A comprehensive report that outlines a pipeline of potential strategic partners, including public and private sector actors, civil society organizations, and other relevant stakeholders.
  4. Second training session with a focus on
    operational efficiency and scaling of solutions.

 

8 months or 240 days after

Product 5. Organizational learning and expansion
The delivery of this product is expected to involve the following activities.
  1. Consolidated results of the tests carried out in the Learning Laboratory.
  2. Updating of the risk matrix with adjusted mitigation strategies, challenges and opportunities.
  3. Report on best practices and lessons learned shared internally and at the regional level.
  4. Initial strategy for the integration of BMI into UNICEF Chile’s organizational frameworks.
10 months or 300 days

Product 6. Annual evaluation and closure
The delivery of this product is expected to involve the following activities:
  1. Full annual report on the progress, impact and results of the BMI.
  2. Presentations of the lessons learned and success stories at national and international forums.
  3. Final business model document reviewed, approved and validated.
  4. Final evaluation report with recommendations for the next cycle.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or equivalent) in fields such as Public Administration, Business Administration, International Development, Economics, Organizational Management, Social Sciences, or a related discipline is required.
  • Additional certifications or training in innovation, design thinking, project management, or strategic planning are highly desirable

     

  • A minimum of 8 years of experience in strategic planning, organizational management, and development
    operations. Experience in high- or middle-income country contexts and collaboration with public institutions, private sector actors, and civil society organizations.
  • Proven track record in designing, managing, and implementing multi-stakeholder projects. Experience in organizational change, business process innovation, or programmatic transformation with systemic and scalable impacts.
  • Proficiency in design thinking methodologies and experience in social change or child-focused development initiatives.
  • Previous experience within UNICEF (Country Offices, Regional Offices, or Headquarters) or familiarity with its internal processes and organizational culture. Experience in private sector fundraising, resource mobilization, or corporate engagement is considered an asset.
  • Strong analytical and strategic thinking skills to translate high-level concepts into actionable plans. Proven ability to lead and inspire teams, foster collaboration, and manage organizational change.
  • Knowledge of financial systems, sustainable finance, and financing for development. Proficiency in project management tools.
  • Fluency in English and Spanish is required.
