Purpose of the activity or assignment:
The Business Models Initiative (BMI) was launched by the UNICEF Executive Director in response to demand expressed by Senior Leaders during the Global Leadership Meeting of 2023 and building on continuous organizational improvement initiatives in UNICEF. The aim is to ensure that UNICEF can meet the significant challenge of the acceleration required to meet the Sustainable Development Goals (SDGs) for all children in all contexts, through positioning its presence and engagement with countries at the level of integrated policy advice and support to leveraging financing and partnerships for impact at scale.
The BMI will support the UNICEF Chile Country Office to be one of the offices in the world to participate as a Business Models Learning Lab in a high-income country to foster real-time improvements and innovation, organization-wide learning within the office, and the engagement of all UNICEF colleagues across the organization connected through a common governance and coordination platform.
In consultation with the UNICEF Representative in Chile, the Business Model Initiative (BMI) Consultant will advise on and coordinate the implementation of the Business Models Initiative in the UNICEF Chile Office. Hereby, building on the progressive work of the office and drive a transformative change as a Business Model Learning Lab in a high-income country fostering creativity, collaboration, evidence-based solutions and allowing for real-time adjustments and continuous improvement.
The consultant will facilitate the design, implementation, coordination and monitoring of the BMI process tailored to Chile’s unique socioeconomic landscape, while the National Plan for Children in Chile 2024-2032 and ensure alignment with UNICEF’s global priorities. The consultant is required to foster a collaborative and inclusive environment among staff and diverse stakeholders by promoting organizational learning and driving innovation to achieve bold and sustainable results for children combining integrated policy advocacy, public and private partnerships, sustainable financing strategies, efficient operating modalities and cross-functional collaboration which can possibly be replicated across the organization in high-income countries.

Objective of the work – Description of the consultancy:
As a Learning Lab, the Chile Country office has identified an opportunity to further a ´whole office approach´ whereby the main four sections within the office – Private-sector fundraising (PFP), Programme, Communication and Operations come together in a deliberate, planned and coordinated manner to leverage their respective national public and private partnerships around the recently adopted National Plan for Children in Chile 2024-2032 signed by the President of the Republic of Chile for systemic and social behavioural change and bold impact for children.
Hereby, aligning the commitment to child rights and upstream work with public national, regional and global institutions, bilateral partners and civil society for the most vulnerable children with the influence of high value private partners (with their far-reaching clients), digital marketing and face-to-face fundraisers (such as individual donors) on the street and call centers as well as the public press and social networks. The effort will be supported by the office’s agile Operations to reduce procedural and administrative processes and demands while managing the risks. Hereby the office is looking to excel in leveraging broad partnerships, collective action and income to accelerate bold impact for the vulnerable children in Chile.
The Chile Learning Lab will serve as a testing ground for innovation, facilitating the adoption of forward-thinking approaches to partnership building, resource mobilization and programmatic design. Its successes and lessons learned will inform UNICEF’s global strategy, strengthening the organization’s capacity to deliver equitable results for all children, especially the most vulnerable, in diverse and complex contexts.
The BMI will be carried out at the country level with support from the INCEF regional office in Panama and seek collaboration with specifically other UNICEF offices in the region such as Colombia, Uruguay and Argentina. The BMI consultant will report to the Representative in Chile and lead the organizational work on the Business Models Initiative.
He/she will also work closely with the UNICEF Regional Sounding Board team comprised of members of Planning, Operations, Evaluation, Private Sector Fundraising and Programmes. The implementation of BMI in Chile is characterized by an integrative and transversal effort that brings together diverse knowledge and resources from Country Offices, Regional Offices and global governance structures. This collaborative model ensures coherence across organizational levels while allowing for context-specific adaptations.
