Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in UNEP’s Regional Office for Asia and the Pacific (ROAP), Country Office in Beijing, China. Under the overall supervision of Deputy Executive Director and direct supervision of the Regional Director, the incumbent will be responsible for the following duties:

Responsibilities

  • Represent UNEP in China and promote the visibility of UNEP:
    • Develop and maintain a close working relationship with senior officials of the Ministry of Ecology and Environment and other relevant partners, assist in organizing meetings of UNEP- China consultations;
    • Assist the Government and other partners to determine their needs, identify areas of cooperation and support and inform them about UNEP’s priorities and programmes;
    • Collect and analyze information on environmental matters in China, especially emerging issues, innovative policy and programme initiatives and environmental issues with a subregional, regional or global impact;
    • Assist in resource mobilization for UNEP’s activities (both within and outside of China), both financial and in-kind, from the government and other partners including the private sector;
    • Ensure adequate media coverage and theimplementation of pro-active outreach/special events programmes on key activities of UNEP.
  • BUNEP Coordination and Programme Development in China:
    • Act as the main interface between UNEP Divisions and ROAP/China and coordinate the development of coherent and harmonized country activities in China;
    • Provide technical advice and guidance to UNEP Divisions to help define areas of cooperation, suitable partners, implementation modalities and geographical coverage regarding priority programmes and projects;
    • Represent UNEP in the UN Country team, promot the integration of environmental considerations in all UN programmes and projects, provide environmental inputs into the UNSDCF, advise the Resident Coordinator on all environmental issues;
    • Function as Co-Chair of the Planet Result Group of UN Country Team in China.
  • UNEP Implementation and Office Management in China:
    • In coordination with the relevant divisions in UNEP, ensure the effective implementation of UNEP programmes and projects in China;
    • Undertake regular project and programme reviews and visit project sites where relevant;
    • Conceive, plan and manage expert group meetings, seminars and similar consultations;
    • Function as Head of the Office, ensure the smooth functioning of the office, oversee assigned staff and their performance; prepare and monitor the work plan and budget for the office;
    • Coordinate the organization of high level UNEP official visits to China as well as visits of high-level Chinese Government or other Chinese partners to UNEP headquarters or to other UNEP offices.
  • Data Management:
    • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. E. Perform other relevant tasks as assigned.

Education

  • Advanced university degree (Master’s degree or equivalent) in Political Science, Economics, Environmental Studies, Social Sciences, International Relations or related area, is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of ten (10) years of progressively responsible experience in international policy, environment and and/or sustainable development work in a multi-cultural setting or related area is required. A minimum of five (5) years work experience at the international level in the UN system or similar international organizations is desirable. Experience in China, with at least five (5) years at the international levels and three years in a senior supervisory capacity is desirable. Experience in regional and sub-regional capacity particularly in the Asia region is desirable. Experience in programme, research, evaluation and policy development is desirable. Experience in managing programmes or projects in a regional or sub-regional is desirable. Experience working on partnership and resource mobilization issues in or with an international organization at a regional or sub regional level is desirable. Experience in drafting and overseeing the preparation of policy briefings, analytical reports and papers, as well as high level representation is desirable. Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in English is required. Knowledge of Chinese is desirable. NOTE: “Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.
