<div class="isg-job-description“>Synchron is seeking a qualified candidate to support the Navy’s OPNAV N81 Division.  The Senior Data Analyst will assist N81 with responsibilities inherent within the OPNAV PPBE process as it pertains to N81.  The N81 Assessment Division is responsible for providing the CNO with analytic capabilities to evaluate the relative capabilities, effectiveness, costs and risks of alternative programs and proposals. The Division provides advice to senior Navy leadership on all programmatic and policy issues and helps to structure the decision-making process. The Director serves as an independent assessor providing a broad-view perspective across the Navy staff apart from Resource Sponsors, with an integrated look at both war fighting and war fighting support programs. The Senior Data Analyst will assist in the development and balancing of Navy equities throughout the DoN Program Objective Memorandum (POM) process and with the annual DoD budget submitted to Congress.  
The Senior Data Analyst shall:
 

• Have experience serving in the Navy or within the OPNAV staff.
• Provide a wide array of analytical, professional, and administrative services in support of the OPNAV N81 mission.
• Have a positive attitude, be flexible if plans and directions change, be comfortable working with tight deadlines on occasion, and be able to communicate professionally with stakeholders.
• Have a familiarity with programming languages such as R and Python.
• Have familiarity with Data Analysis and Data Visualization tools and techniques.
• Have familiarity with the following Navy programs:  Ship and Submarine; Aviation; Expeditionary Warfare; Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR); Operations and Maintenance; and Manpower.
• Assist the N81 staff with the development and implementation procedures to collect, evaluate, and devise analytical strategies to meet the programmatic priorities of the DoD, Secretary of the Navy, Chief of Naval Operations (CNO), the Fleet, and Fleet Combatant Commanders.
• Support analytical studies and strategic guidance that enable senior Navy leadership to allocate limited resources to expansive requirements and comprehend complex relationships between funding and programmed outputs.

Senior Data Analyst education and Experience Requirements:
Education:  Bachelor’s Degree in an engineering related field.  A Masters degree is highly preferred.  If no engineering related degree, a Bachelors in any field can be substituted if the candidate has ten years of specific experience with data analysis and programming languages.
Minimum Experience:  Fifteen years of experience, applied to Navy technical programs or seven years of experience in military, geopolitical or war-fighting applications and analysis, including experience in supporting modeling and simulation based analysis and managing budgeting, warfare analysis, project scheduling/tracking, and logistics requirements analysis. Must have experience developing white papers and brief sheets for senior leadership. Demonstrated experience briefing senior leadership.
