THE SCIENCE, TECHONOLOGY AND INNOVATION DIRECTORATE

The Directorate for Science, Technology and Innovation (STI), in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Productivity, Innovation and Entrepreneurship (PIE) Division of the STI is responsible for comparative analyses of the microeconomic drivers of economic growth, productivity, employment, business dynamism and innovation, as well as the ways in which these are affected by globalisation, the digital and green transformations, and structural change. The Division maintains a set of key databases and data infrastructure to carry out this work, including the Microdata Lab (containing detailed IP records), the STAN, ICIO, and TiVA databases, and leads several distributed microdata projects, including MultiProd, DynEmp, and AI diffuse. The Division also contributes – jointly with the Economics Department – to the activities of the Global Forum on Productivity (GFP), which involves research, the organisation of conferences and the communication of productivity-related research within the GFP community.

THE POSITION

STI/PIE is looking for a Senior Economist to contribute to the work of the Committee on Industry, Innovation and Entrepreneurship (CIIE) and of the Working Party of Industry Analysis (WPIA). The selected person will be responsible for managing several projects under the aegis of the CIIE related to the Committee’s work on Global Value Chains (GVCs), their resilience and globalisation, and the role of industrial policies in shaping GVCs.

This will include overseeing the work of economists/analysts, statisticians, consultants and support staff. The selected person will work under the supervision of the Head of the Productivity Innovation and Entrepreneurship Division (PIE) within STI.

Job Description

Main Responsibilities

Analysis and drafting

  • Lead the analytical work in the areas of GVCs, their resilience and globalisation.
  • Identify policy-relevant questions and their corresponding analytical needs, also using and linking sources of large administrative or commercial microdata.
  • Foster and participate in the extension and improvement of the OECD analytical and methodological work in the areas of GVCs, their resilience, globalisation and the impact on industrial policies.
  • Identify critical issues and good practices in order to build knowledge on the use of indicators for policy purposes.
  • Keep abreast of and contribute to recent policy-relevant literature in these areas.
  • Co-ordinate the production of policy-relevant analytical working papers, policy papers, policy-orientated notes, or other publications in the relevant areas.
  • Lead drafting of project proposals and contribute to input requests by senior management in the relevant areas.

Work Programme and management

  • Manage activities of the CIIE and the WPIA by:
    • overseeing the preparation of documents and implementation of decisions taken at their meetings, its bureau, and informal groups;
    • identifying areas in which empirical work is necessary and lead works orientated to the formulation of policy recommendations;
    • overseeing internal and external communications, briefings, talking points, stakeholder interactions (e.g. with academics, experts in national statistical offices, researchers).
  • Develop and oversee CIIE/WPIA’s work on GVCs.
  • Manage and lead a team of economists, statisticians, consultants and support staff, defining objectives, setting work plans, evaluating performance.
  • Participate in the design, planning and organisation of programmes of work and budget as required.

Dissemination, liaison, outreach and communication

  • Contribute to OECD horizontal projects as well as to task forces in other international organisations and to national, regional and local initiatives in OECD Member countries and non-member countries.
  • Present the results of reports to relevant Committees and Working Parties; supervise the preparation of their publication.
  • Liaise with officials and technical experts in national statistical offices and other international organisations, researchers in ministries or academia, notably relating to the collection of data and policy-relevant information.
  • Participate in the communication of the CIIE and WPIA work, e.g. through the preparation of policy notes or other web publications, presentations at international conferences directed to both technical and non-technical audiences, etc.
  • Contribute to the organisation of conferences, seminars, and workshops.
  • Contribute to the dissemination of the work of STI/PIE.

Qualifications

Ideal Candidate Profile

Academic Background:

  • An advanced university degree in economics, statistics, or a related field. A specialisation in international trade, productivity, innovation and entrepreneurship would be a plus.

Professional Background:

  • A minimum of eight years’ experience in policy-relevant quantitative analysis in areas related to the topics of the Division, preferably acquired in a policy-orientated environment, international organisation, research institute and/or academia.
  • Experience with structural, microeconomic policy issues, notably related to Global Value Chains.
  • Experience in the planning and management of single-country or cross-country analytical projects based on microdata, including the ability to oversee the work of more junior staff, external consultants, and support staff. Experience with administrative microdata would be a strong advantage.
  • Ability to design and manage data intensive projects and econometric analysis, including micro-data projects that have a cross-country comparative nature.

Languages:

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Core Competencies

Additional Information

Contract Duration

  • Thirteen-month fixed term appointment, with the possibility of renewal.
