Purpose of Proposal:
The upcoming World Bank Third Party Monitoring Consultant (TPMC) Services will perform monitoring services in Environmental and Social Framework (ESF), procurement, and financial management, including verification that the projects’ financial management and procurement arrangements comply with World Bank requirements, and that the physical implementation of projects is in accordance with signed contracts and approved ESF instruments, which are prepared based on the requirements of the World Bank ESF and relevant laws and regulations of Ukraine.
Summary of Role:
Social Impact seeks a Senior Financial Management Specialist (FMS) to support the TPMC Services. The Senior FMS will work with the implementing agencies to monitor project accounts and records and review that the implementing agencies generate timely and reliable Statements of Expenditures and Interim Un-Audited Financial reports that reconcile with the World Bank’s records.

Duties and Responsibilities:
- Report on the percentage of financial progress (based on contract value) compared to the physical progress (actual physical progress on the ground) for all contracts (civil works, consulting services, and/or delivery of goods, as applicable).
- Post-review, on a sample basis, of withdrawal applications and SOEs submitted by implementing entities or, and procurement/fiduciary agents (UNOPS or others) as applicable to the World Bank.
- Ensure that the associated internal controls had been properly applied and that applications and SOEs follow the loan/grant agreements and related eligibility criteria.
- Review the projects’ bank reconciliation statements, including for Designated Accounts and transit accounts, and follow up with the implementing entities on any outstanding items and any difference.
- Be vigilant regarding any indicators (red flags) of possible fraud and corruption that may occur in a project.
- Provide additional input or review of documentation (for a contract, etc.) at the request of the Bank team.
Required Experience
- A bachelor’s degree in a relevant discipline (accounting, finance, business administration) with 10 years’ experience.
- Tested and experienced in analytical work.
- Familiarity with public sector financial management operations with multinationals and international organizations.
- Experience in similar projects and environments is required.
- Prior experience with the World Bank or other IFI financed projects is a plus.
- Relevant work experience in Ukraine, Moldova, or in the region.
- Excellent communication and writing skills.
- Proficiency in PC-based applications such as MS Word, Excel, Microsoft Project, data management, and excellent in Web research and navigation tools.
- Fluency in Ukrainian and excellent English.
