Main objective
As a member of the team, the individual occupying the position will provide specialized Human Resources support services related to employment and service delivery to staff and their line managers. The individual will work in a fully operational manner and in an efficient, effective and customer-focused manner. The individual will execute specialized Human Resources processes using the Enterprise Resource Planning system. The individual will ensure the proper implementation of established Human Resources rules, regulations, policies, procedures and guidelines.
The need for a Senior Human Resources Assistant has been identified to meet the demands of the ILO Office for the Andean Countries and in particular, its Project Office in Bogotá, due to the increase in projects in that country and the growth in the staff structure in Bogotá and Lima.
Work relationships
- The person occupying the position will work under the supervision of the ILO Regional Human Resources Coordinator for Latin America and the Caribbean. This supervision will focus on the timely execution of processes and the quality of results. The position requires a relative level of autonomy.
- Internally, the Director will be in contact with the staff of the Andean Office and the Regional Office, and especially with the staff of the Project Office in Bogotá, to provide support and share information on Human Resources issues, the progress of activities and the correct application of the Organization’s regulations. The Director will maintain permanent contact and receive guidance from the Regional Human Resources Unit and will collaborate as appropriate with the staff representatives and officials of the Andean Office and the Regional Office.
- Externally, you will be in contact primarily with your counterparts in United Nations agencies and other national and/or international organizations to request or provide relevant information on Human Resources issues.
Key Functions and Responsibilities
The Senior Human Resources Assistant will perform the following functions under the direct supervision of the Regional Human Resources Coordinator.
- Perform specialized human resources support tasks, including initiating, processing, and following up on administrative actions in assigned work area(s), verifying that information is consistent with established standards, and maintaining appropriate files and records.
- Collect and review information on human resource processes and enter the data into the enterprise resource planning system. Extract and compile human resource data and present the necessary baseline information and reports for analysis and reporting.
- Monitor and support contract administration and benefits and entitlement management tasks, including monitoring contract renewal and termination, reviewing and verifying information and documentation, determining which staff members are eligible for benefits and entitlements, and preparing appropriate correspondence and official communications.
- Provide assistance in recruitment and selection processes, in the preparation, dissemination and publication of vacancy announcements, carry out a preliminary examination of the qualifications and conditions of candidates, support and organize interviews and tests, take notes during interviews of selection committees, as appropriate, and handle communications with candidates.
- Support the activities of the Training Committee, including finding service providers for the required group activities.

- Evaluate working methods and processes and propose improvements. Assess the impact of changes and make recommendations for follow-up action. Work closely with other administrative areas to ensure that services are designed efficiently and smoothly, and make recommendations for improving related processes.
- Provide orientation and training to new and relevant staff on new roles and requirements, provide first level support by escalating more complex issues to senior level, generate reports and follow up as necessary.
- Keep up to date with evolving rules, regulations, policies, procedures and developments related to Human Resources and provide guidance and training to staff to develop their knowledge.
- Respond to a variety of HR queries from staff and managers concerned and prepare formal responses requiring explanations of rules, regulations and procedures. Raise more complex issues with your supervisor.

Minimum requirements
- Training
- Completed secondary education. Training in human resources administration.
Experience
- A minimum of six years’ work experience in office support roles, with the majority of that time spent in human resources administration. Experience working with an enterprise resource planning system, particularly with human resources modules.
Languages
- Advanced level of Spanish.
- Working knowledge of English.
