Join us in the Health Data Branch of the Ministry of Health where you will lead strategic initiatives in the design, development, implementation and maintenance of information management (IM). We require your IM expertise to help drive the Ministry of Health strategic direction and work with stakeholders to ensure effective collection, use, access and management of quality health care information!

About the Branch

Health Data Branch plays a foundational role in data and information management that enables and supports the development and delivery of better programs and services for Ontarians. The branch oversees the central management of the strategic provincial health data assets by guiding how they are accessed, collected, used, safeguarded and shared to support the health system. The branch also plays a strategic and tactical leadership role in operationalizing foundational data management initiatives in support of the ministry’s Data & Digital Action Plan

What can I expect to do in this role?

In this role, you will:

  • Provide recommendation to senior management on Ministry’s strategic direction and policies related to information management and governance
  • Provide information analysis for business cases and information architecture to ensure timely and effective access and exchange of quality and authoritative health care information
  • Plan, manage and coordinate effective translation of client requirements into data and systems models
  • Lead projects for the development of strategies, applications, standards, models, processes and tools including leading project staff, developing plans, budgets and resolving issues
  • Consult with stakeholder groups to identify information, data, workspace access and develop communication and education tools and materials

How do I qualify?

Technical Knowledge

  • You have knowledge of data and information management theory, principles, practices, methods, technologies and products
  • You have knowledge of theories and concepts of information classification and management standards, information security, privacy and access structures, models, and information exchange technologies and processes
  • You have demonstrated knowledge and experience with digital health systems and privacy analyses
  • You have knowledge of Information management legislation (e.g., PHIPA, FIPPA, Public Hospitals Act, Fixing Long-Term Care Act) and experience with privacy policy, and privacy impact analysis related to collection, storage, use and disclosure of data and information.
  • You have knowledge of provincial health system data (e.g., clinical, administrative, statistical and financial data on population health).

Leadership and Project Management Skills

  • You have experience applying project management principles and methods to manage implementation projects
  • You can lead project teams by providing technical leadership, conducting consultations, preparing plans, budgets, and resolving issues
  • You can lead the development of business cases, environmental scans, options analysis & recommendations, process optimization initiatives and strategies;

Research and Analytical Skills

  • You have research and analytical skills to conduct complex analyses, identify issues and develop solutions
  • You can develop and recommend solutions to reduce security/ privacy risks and adapt to evolving technology
  • You have risk management skills to identify, assess and make recommendations for solutions and to control risk

Interpersonal and Communication Skills

  • You have consultation and negotiation skills to work collaboratively with stakeholders and clients on projects
  • You have stakeholder management skills to lead or coordinate stakeholders to drive data and digital initiatives;
  • You have facilitation skills to discuss issues and provide recommendations to senior management
  • You have oral and written communication skills to provide advice to the senior management team , and prepare reports, briefings, business cases, requirement documents, Treasury Board submissions, correspondence and presentations using standard computer software
