Overview of position

  • In alignment with the note verbale on the ROK funded project ‘enhancing women’s urban & rural resilience & livelihoods through inclusive expansion of specialized protection information & networks in Jowhar & Belet Weyne, Somalia’ (29th August 2024 – 28th August 2025), our client aims to enhance women’s resilience & livelihoods in Jowhar & Belet Weyne, Somalia, by expanding inclusive protection information & networks. The primary focus of the project is to prevent forced displacement, support self reliance & promote climate adaptation for vulnerable urban & rural communities, especially women & those affected by displacement.

  • The project will require a dedicated livelihoods assistant in order to support private sector programming & community mobilization, specifically in Beletwyne. Our client is looking for a candidate that can provide concrete assistance to livelihood interventions in Beletwyne & when applicable, support to our clients Somalia specific livelihoods unit under the solutions & resilience pillar.

  • Under the overall supervision of the Senior Resilience & Displacement Coordinator & under the direct supervision of the Livelihoods Program Manager, the successful candidate will be based in Beletwyne, Somalia with frequent travel to Mogadishu, Jowhar & any other new project locations.


Role objectives

  • Promote community participation, conduct awareness sessions & support service providers in organizing community consultations on livelihoods, with representation of women, men, girls & boys, including persons living with disabilities.

  • Liaise directly with local authorities aimed at expanding quality programs & enriching coordination in Beletwyne.

  • Assist the Program Officers to identify partners & create opportunities with local authorities, associations, chambers of commerce / industry to implement our clients livelihoods projects.

  • Conduct livelihoods assessments including labour market & supply chain mapping, under the guidance of the Livelihoods Manager, in line with livelihoods technical tools.

  • Assist in the identification, screening & selection of individuals for livelihoods assistance, in line with livelihoods guidelines & policies.

  • Conduct Expression of Interest (EOI) collection & verification visits, organize investment committee visits as needed & support on the contracting & monitoring of livelihood beneficiaries. 

  • Organize negotiation meetings, orientation meetings & / or business trainings & / or counseling as necessary.

  • Travel to all project sites in designated region (& as needed to other regions) & monitor individuals who have received our clients livelihoods assistance, EDF support & verify that activities are being carried out in accordance with livelihoods guidelines & provide guidance to field teams to make necessary improvements of changes to livelihoods service delivery.

  • Follow up with the field teams to quality check data & service delivery & follow up with the workplans & make recommendations.

  • Organize & conduct satisfaction & feedback surveys in order to improve future livelihoods projects, provide guidance to the livelihoods team & the Team Leader (TL) to improve delivery of livelihoods assistance.

  • Actively assist joint assessments, needs analysis, identification of gaps, service monitoring & evaluation activities.

  • Participate in relevant conferences, workshops, working groups, interagency coordination meetings, other forums & provide feedback to the Project Officer.

  • Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with partners, etc.

  • Contribute to monitoring reports, case studies, advocacy, research / survey tools & upon request of Project Officer, gather & consolidate inputs to donor reports.

  • When applicable, assist the Project Officer with communication & coordination with government focal persons, other United Nations (UN) agencies, donor representatives, our clients mission senior management & security sector authorities.

  • Perform other related duties as required.


Project reporting

This role will work under the overall supervision of the Senior Resilience & Displacement Coordinator & under the direct supervision of the Livelihoods Program Manager.


Key competencies

  • University degree in political or social science, business administration, international relations, human rights, law or any other related field from an accredited academic institution with 5 year experience or high school diploma with 7 years of relevant professional experience.

  • Sufficient knowledge of & familiarity with our clients procurement & financial system, such as Purchase Requisition Form (PRF), Purchase Order (PO), Online Invoice Payable Application (OIPA) is required.

  • Experience in implementing livelihoods activities is required.

  • Experience in providing direct assistance to low risk former associates of Violent Extremist Organizations (VEOs) & individuals vulnerable to VEOs’ recruitment is a distinct advantage.

  • Experience in working with CSOs is a distinctive advantage.

  • Experience working in Beletwyne is an advantage.

  • Strong computer skills, specifically hands on experience in usage of the Microsoft Office.

  • Excellent interpersonal, communication & teamwork skills to establish & maintain effective working relationships with people of diverse cultural & national backgrounds.

  • Knowledge of our clients resource management rules & procedures.

  • Fluency in English & Somali is required (oral & written).
