Under the overall supervision of the Head of Sub-Office (HoSO) in Cotabato, and with direct administrative supervision of the National Migration Health Officer for HSS (Zamboanga) and technical oversight from the National Migration Health Officer for SBCC (Cotabato), the successful candidate is responsible for providing critical operational and technical support on quality implementation of SBCC and Gender-related initiatives under IOM’s health programming in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The candidate is expected to work closely with Ministry of Health (MOH) – BARMM and its local constituents especially in Basilan, Sulu, and Tawi-Tawi to strengthen core functions of health systems in the region, integrating mobility lens and in line with IOM standards, policies and commitments.

Responsibilities:

  • With technical oversight and guidance from the National Migration Health Officer (SBCC and Gender) and in close collaboration with National Migration Health Officers (HSS, TB, FP/ARH, and GHS), provide operational and technical assistance in delivering culturally-appropriate, localized SBCC and Gender-related initiatives and in executing the project’s SBCC and Gender strategies.
  • Assist in the conceptualization, contextualization, implementation and documentation of SBCC and Gender-related activities including but not limited to assessments, awareness sessions, outreach missions, technical training, mentoring and feedbacking sessions, consultative meetings, and policy advocacies.
  • Assist in the development and dissemination of localized SBCC and RCCE campaign messages and materials in consideration to cultural, gender, and community needs.
  • Assist in the development of SOPs and tools for SBCC and RCCE roll-out, considering the adaptability to BARMM context.
  • Provide inputs for results-based reporting, review and analyze SBCC, Gender and cross-cutting related indicators, and support continuous monitoring and quality assurance of SBCC activities, in collaboration with Sr. MERLA Assistant and other relevant project colleagues.
  • Maintain an organized and updated repository of SBCC, Gender, and cross-cutting materials, reports, and tools, and support in the timely submission of reports and updates for internal and external stakeholders.
  • Organize SBCC and Gender-related activities through support to logistical arrangement, preparing for activity designs and materials, and drafting activity reports and documentations.
  • Assist in monitoring the SBCC and Gender-related outreach activities of Implementing Partners and in providing constructive feedbacks and recommendations for improvement.
  • Assist in establishing and maintaining partnership with the key stakeholders and partners from the government, private sectors, CSOs, and communities, and participate in relevant health promotion and gender meetings, technical working groups, and thematic subgroups in the province, as delegated.
  • Assist the operationalization of the Accountability to Affected Population (AAP) framework and mechanism in coordination with Monitoring and Evaluation (M&E) unit and the integration of Prevention of Sexual Exploitation and Abuse (PSEA) strategies with technical guidance from PSEA Officer.
  • Undertake duty travels in support of the programme and perform other duties as may be assigned.

Qualifications

Education

  • University degree in psychology, social science, public health, medicine, behavioral sciences, health policy, nursing, or health communication-related disciplines from an accredited academic institution with four (4) years of relevant experience; or
  • High school degree with minimum six (6) years of relevant professional experience.
  • Relevant accreditation/certification or formal training in areas related to SBCC, communications and health information, communications for development (C4D), RCCE, Gender, social marketing, media campaigns is a distinctive asset.

Experience

  • Experience in SBCC and Gender program design and implementation, managing and executing medica campaigns and other communication channels such as digital marketing; monitoring and evaluating SBCC programs; and multimedia content creation and graphic designing is a distinctive asset;
  • Experience in the public health and/or social sciences sectors is a must;
  • Experience in humanitarian or development operations and/or Government Social or Health Services; and
  • Experience in liaising with government counterparts, including those in DOH and/or BARMM Ministries.

Skills

  • Excellent communication, research and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Offices;
  • Strong familiarity with the context of BARMM and surrounding areas, knowledge of the issues and programs related to Health Systems at the National and Local (Mindanao) level is highly desirable.

Languages

  • Fluency in English and Filipino (oral and written)
