Position Description

As part of the Protection team in the Humanitarian Policy and Practice (HPP) unite, the Senior Program Manager, Protection works closely with other members of the Protection and HPP teams, coordinates with other InterAction unites, InterAction members, other NGOs and NGO consortia, UN entities, the ICRC, and through inter-agency for a, to address critical protection concerns and strengthen collective ability to achieve protection outcomes.

This is a full-time position based in Washington D.C. InterAction maintains a hybrid work environment and employees are eligible to telework three days a week and required to work in the office two days a week. There is an expectation that employees will be based in the Washington D.C. region.

Essential Functions

Advocacy & Member Support

  • Convene and support the running of members working groups – including the Protection and GBV working groups, and the Civil-Military Engagement reference group
  • Provide targeted support to select country-focused working groups – including through NGO Forum support, as appropriate – to promote advocacy for country-level policy and practice changes that will contribute to improved protection outcomes
  • Based on working group priorities, facilitate regular coordination, joint analysis and strategic planning, and joint communication efforts in support of member engagement and advocacy with key policy makers and practitioners
  • Where appropriate and feasible, support of working-group advocacy strategies through direct consultation with key local and international NGO stakeholders and the collection of data to bolster strategic advocacy priorities
  • Develop advocacy and communication products, including policy briefs, webinars, and talking points, based on member priorities alongside protection clusters in identified contexts and/or the Global Protection Cluster and INGO for a
  • Ensure that recommendations pertaining to the reduction of violence, coercion an deliberate deprivation are incorporated into the advocacy efforts of the Protection and GBV WGs, as well as context-specific advocacy initiatives

Representation

  • Represent the Protection Team in engagement with other InterAction workstreams – Practice, Policy, and Shelter, as well as the GDPL-led PPC, to ensure protection concerns are prioritized in thematic and crises-specific responses and advocacy initiatives, including USG Budget Advocacy
  • Participate in and elevate member perspectives in the Global Protection Cluster (GPC) Advocacy Working Group; initiate collaborative initiatives linking PWG/GBV WG/PoC WG activities; and provide policy and advocacy advice in relation to advocacy initiatives
  • Participate in and actively contribute to the GBV Area of Responsibility (GBV AoR) Core Group and the Policy and Advocacy Reference Group (PARG). Take a leading role in supporting PARG co-chairs with organizing donor roundtables on key crises and collecting quantitative and qualitative data to inform crisis response among humanitarian implementors and donors
  • Participate in the Call to Action NGO WG and engage in support and capacity sharing with WLOs/WROs and linkages across workstreams including the IA GBV WG and the GBV AoR

Strategy Development & Reporting

  • Support the development of an overarching protection advocacy strategy, addressing InterAction’s policy priorities, as well as member priorities at the institutional and multilateral levels
  • Contribute to the overall program design of the protection team and contribute to proposal and budget development, grant reporting, and other activities in support of securing resources for InterAction

Minimum Qualifications

  • A minimum of 7 years of progressively responsible professional experience working on humanitarian and protection issues, including operation and advocacy roles in situations of armed conflict, and at least two of which are with NGOs
  • Writing skills, demonstrated by an ability to prepare clear and concise reports, articulation options concisely, conveying maximum information, making and defending clear, policy-specific recommendations
  • An ability to work independently, to plan and organize, establish priorities, manage and monitor work plans, coordinate competing demands, and work to tight deadlines
  • Proven interpersonal skills and demonstrable commitment to a collaborative
  • Experience participating in and managing collaborative inter-agency program design and/or advocacy strategies
  • Familiarity with humanitarian architecture, specifically the IASC, the Global Protection Cluster and its relevant task teams and leadership and coordination structures
  • Familiarity with the US Government structures – including State, DoD and Congress – and the mechanisms for influencing policy decisions
  • Familiarity with current issues related to protection in armed conflict, and key policy and operation challenges to enhance protection in practice, including familiarity with international humanitarian law, human rights law, and refugee law
  • Experience and skills in designing and organizing events, such as workshops and roundtables
  • Strong interpersonal skills and experience managing, facilitating and representing the interests of diverse constituencies. Capable of both representing the collective, and preparing members and InterAction staff to do so
  • Availability for international travel, potentially to insecure areas

Preferred Qualifications

  • Fluency in language other than English

Supervisory Responsibilities

The position does not supervise employees.

Compensation

Salary range $90,000 – $100,000 per year, commensurate with skills and experience.

InterAction offers three CareFirst medical insurance plans and an excellent benefits package. Available plans include an HMO, Point of Service and PPO option. The HMO plan is 100% employer paid for employees at all coverage levels.
