Work Context

CESVI is currently responding to the humanitarian crisis followed to the conflict in Ukraine.

The intervention is focused on the Protection, psychosocial support and mental health of the most vulnerable population affected by the conflict, especially in Kherson, Mykolaiv and Kharkiv. CESVI is working also in the health sector in Kharkiv Oblast.

JOB DESCRIPTION

The collaboration will start in February/March 2025.

The main duty station will be Kiev, with regular field missions’ country-wide. The senior programme manager will work under the supervision of the Area Manager and with the support of the E-Unit team in HQ

Strategic Planning and Programme Development

  • Conduct needs assessments and define intervention strategies.
  • Develop work plans, set objectives, outcomes, and KPIs.
  • Design new project initiatives in collaboration with the team.

Programme Management and Implementation

  • Oversee programme execution, ensuring alignment with plans, budgets, and timelines.
  • Coordinate project teams, ensuring cross-functional communication.
  • Supervise and ensure timely, accurate reporting to donors and partners.

Monitoring and Evaluation (M&E)

  • Implement M&E systems to measure impact and performance.
  • Support capacity building on M&E
  • Analyze results, identify risks, and propose corrective actions.

Stakeholder and Partner Engagement

  • Build and maintain relationships with local partners, government institutions, donors, and stakeholders.
  • Represent the organization in external events, forums, and strategic meetings.
  • Identify strategic partners and oversee collaboration processes.

Financial Management and Donor Relations

  • Support project proposal preparation and donor compliance.
  • Monitor funding opportunities, write and submit proposals in collaboration with teams.
  • Maintain relationships with donors, promoting programmes via meetings, workshops, and forums.

Team Supervision and Development

  • Lead and mentor local and international staff, ensuring adequate training.
  • Foster a collaborative and policy-compliant work environment.

Programme Strategy Development

  • Update strategic country documents and identify priority areas for intervention.
  • Develop new initiatives aligned with organizational strategy.

Visibility and Advocacy

  • Collaborate with HQ for communication, awareness, and fundraising activities.
  • Provide field updates, success stories, and emergency content for communication purposes.
  • Manage journalists’ and testimonials’ field missions in coordination with HQ.

ESSENTIAL REQUIREMENTS

QUALIFICATIONS:

  • University degree or post graduate degree

PROFESSIONAL EXPERIENCES

  • Minimum at least 5 years of relevant experience in NGO environment in management and implementation of programs
  • Knowledge of main Donors (EU-DEVCO, OCHA, AICS, UN, ECHO, FCDO, USAID, GFFO and other international donors)
  • Familiarity with the following sectors: Emergency, early recovery program, Protection, Mental Health, Health
  • Experience of managing multi-donor and multi-site programmes
  • Extensive experience of working within a complex country programme in an emergency response or fragile state, protracted crises
  • Previous experience in the set-up and management of a programme-based mission

SKILLS:

  • Project and Program Management: Ability to produce high-quality project proposals and narrative reports, develop policies and strategies, and design and implement new programs.
  • Leadership and Team Management: Proven experience in managing multidisciplinary teams in cross-cultural settings, with skills in mentoring, coaching, and team integration.
  • Diplomatic and Relationship Skills: Expertise in managing internal and external relationships, including partners and donors, and building senior-level networks to secure new opportunities.
  • Financial Management: Proficiency in budget planning, control, review, and evaluation.
  • Staff Training and Development: Skills in designing, delivering, and evaluating training programs for staff.
  • Strategic Thinking and Problem-Solving: Advanced analytical abilities, a results-oriented mindset, and capability to handle workloads and stressful situations effectively.
  • Technical and Language Proficiency: High level of IT skills (Office package) and fluency in English (written and spoken).

Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
