Duties

PATH is seeking a Senior Project Administrator (PADM) to provide financial and administrative support to the STRengthening Infectious Disease DEtection Systems (STRIDES) project. The global project will support and strengthen surveillance, detection and analytical capacity of infectious diseases across both human and animal health.

The Senior PADM will assist with all financial management, compliance, operations, and logistics activities in collaboration with the project team.

Responsibilities:

Financial Management

      • ​Support the project financial monitoring system that effectively tracks project expenditures against approved budgets.
      • Develop, monitor, and maintain annual workplan budgets.
      • Provide team members and donors with financial analyses and updates as requested.
      • Develop cost proposals and budgets as needed.

Contract and sub-contract management

      • ​Manage agreements, including consultants, technical services agreements and subcontracts.
      • Work with the project team and donor reporting to ensure that contractual requirements are met, including timely submission of financial reports to donors.
      • Ensure that PATH policies and procedures and donor regulations and requirements are met.
      • Liaise with local and international partners, consultants, and vendors on all financial and contractual matters.

Working with country offices and headquarters

      • ​Provide financial support to country office teams.
      • Collaborate with global and country-based staff on all administrative and financial matters.
      • Provide training, technical assistance, and support to country office PADMs regarding donor regulations and PATH policy and procedures.

Qualifications

Required skills and experience:

      • University degree in business administration, finance, accounting, financial management, or related discipline.
      • At least five years of experience in finance, with two years providing financial management on US Government-funded projects required.
      • Demonstrated experience developing, monitoring, and reporting on complex budgets.
      • Knowledge of US Government contract regulations and reporting requirements.
      • Excellent working knowledge of Excel and Microsoft 365.
      • Demonstrated ability to multitask and manage competing priorities, while being detail oriented with good follow-through and ability to deliver products with minimal errors in a timely manner.
      • Strong ability to work well in a multi-cultural team environment with program and technical staff.
      • Excellent interpersonal and communication skills.
      • Strong analytical and problem-solving skills.
      • Competency in training and capacity-building desirable.
      • French and/or Spanish language skills preferred.
