HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work, and this role will support this business growth.Position Summary:

This is a unique opportunity to lead a range of exciting projects for a BC-based Healthtech innovator.Under the broad managerial direction of the Director, Strategy & Innovation, the Senior Project Manager will drive wins and build strong offerings, services and solutions. They will be responsible for leading and coordinating all program/project aspects within scope, quality, schedule and budget constraints.This position will be responsible for all aspects of assigned program and/or projects and will liaise with internal stakeholders, consultants, vendors, client entities and external agencies to deliver program and/or projects for Executive Sponsors. These program/projects are aligned to strategic goals for PBC Solutions, and in service of clients including the BC Ministry of Health. All programs/projects are executed in accordance with the PBCS Enterprise Governance structures and in collaboration with necessary delivery groups and committees. The Senior Project Manager will apply a lean agile mindset and will be a champion for Enterprise Agile framework (SAFe).Primary Duties:
Project Management

  • Develops and maintains multi-year program/project roadmaps in accordance with PBCS’s strategic direction.
  • Leads Program/Project Steering Committee to prioritize work against team capacity and capability, while balancing operational risks, costs and strategic mandate.
  • Leads the collaborative, dynamic planning process by prioritizing the work that needs to be done against the capacity, and capability of the team while balancing operational risk and cost.
  • Leads and manages large projects with a matrix hierarchy of exempt and bargaining unit staff working on projects.
  • Manages the budget and resources of projects.
  • Provides guidance, direction and training to project team members.
  • Works with platform and technology owners to define technical upgrade and architecture plans for any given product, program and projects, and translate this into project initiatives.
  • Participates in Delivery Services community, sharing and applying skills, uses knowledge to coach project team members and peers, and bringing in best practices.
  • Generates lean business cases for identified projects; works with stakeholders to define project objectives, gathers project requirements and estimate timelines, budgets and benefits.
  • Executes program and/or projects in accordance with project methodologies and manage scope throughout the project lifecycle.
  • Reports project progress through an agreed project governance structure outlining the project’s overall status, identified risks, schedule and budget.
  • Defines project quality requirements and ensures the right systems are in place and applied.
  • Applies superior conflict management skills and expertise to persuade and negotiate effective resolution of issues/disputes.
  • Facilitates discussions with other project managers, business managers, and directors.
  • Develops project documentation in accordance with standard templates.
  • Performs business analysis or systems analysis tasks as required (gather business requirements, draft business processes, lead design reviews, lead test plan creation and execution, etc.).

Required qualifications and experience:

  • Experience working directly with B2C and/or B2B systems/technology:
  • Senior Project Manager: minimum 8 years’ experience, including at least 5 years in business or customer relationship management or professional services.
  • Project Manager: 5-8 years’ experience.
  • Experience leading and facilitating cross-functional project teams. Able to elicit needs, discern what is critical for success and shape delivery scope to balance cost, time and risk (both project and operational sustainment)
  • Experience navigating complex stakeholder relationships both internal and external
  • Ability to work collaboratively across multiple functions within the organization, and in a matrix reporting environment involving bargaining unit employees, exempt employees, contractors and vendors
  • Experience in Health, Insurance and or Financial industries. Ideally, experience in health benefits and claims.
  • Experience with SAFe
  • Demonstrated experience as a project manager of multi-stakeholder projects for a large complex organization across all project phases delivering projects greater than $5M

Preferred qualifications:

  • Bachelor’s degree in Computer Science, Business, or a related technical field
  • Formal project management or business training and/ or certification (Prince 2, PMP, Scrum/ Agile, ITIL, Lean)

Travel / Work Location: PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate is preferably based in Victoria BC, and requires regular presence at our office in Saanichton. In the event that the successful candidate is not based in the Victoria area, frequent travel to Victoria will be requiredRequired Competencies:

What’s in it for you?We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries.The base salary range for a Project Manager is $76,880 – $115,200 annually.The base salary range for a Senior Project Manager is $95,400 – $143,200 annually.Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, the scope of the projects and the level of autonomy, with the goal to ensure market competitiveness and internal equity.We offer a robust health & dental benefits plan, with flexible options that will meet you and your family’s needs.
