About the job.

Under the line management of the ProLAC Manager, the Senior Protection Analyst will be responsible for leading four regional protection analyses and one regional Legal Aid Needs Analysis produced by the ProLAC Initiative, a regional harmonized protection monitoring initiative implemented in 9 countries in the Americas and led in consortium by DRC and NRC (Norwegian Refugee Council). The Senior Protection Analyst will supervise and capacity-build two protection specialists to conduct analyses of quantitative and qualitative data and to develop both narrative reports and visual representations of data. In collaboration with the ProLAC Manager and the ProLAC Protection Technical Working Group, the Senior Protection Analyst will support the revision of data collection tools, methodologies, and facilitate consultations with field teams throughout the region as needed and draft the required outputs.

The position will be based in Bogotá – Colombia in the sub-regional office for Latin America (DRC LA). The position concerns a regional/multi-country programme and it will require approximately 20% travel in the region.

Responsibilities:

  • Lead quantitative and qualitative data analysis for the ProLAC Initiative using the Protection Analysis Framework (PAF) of the Global protection Cluster (GPC).
  • In coordination with the ProLAC Protection Technical Working group, the candidate leads periodic revision of the data collection methodologies and tools.
  • Manage ProLAC’s projects within “The DEEP” digital platform, including the periodic revision of the analytical framework
  • Ensure quality assurance of quantitative and qualitative data collected by participating field teams
  • Revise the framework for the internal ProLAC consultations and workshops and facilitate these consultations and workshops with field teams throughout the region to support the analyses.
  • Lead the development of narrative reports focusing on the ongoing monitoring of trends and lead the visualization of quantitative and qualitative data, including the development of infographics in close collaboration with the PIM specialist.
  • Regularly lead the production of regional protection analysis reports, internal briefing notes, snapshots and ad hoc reports.
  • Present key findings highlighted by ProLAC protection analysis to coordination forums/external actors.
  • Contribute insights from protection analyses into the advocacy strategy for the ProLAC Initiative and participate in the advocacy efforts.
  • Ensure the guidance and capacity-building of two Protection Specialists in the analysis of data, visualization and narrative representation of data, as well as the presentation of findings to external forums

Required education.

  • Master’s degree in international law, human rights, migration or refugee studies, international development, or other related social sciences.

Required experience and competencies.

  • Demonstrated field experience in protection monitoring.
  • Demonstrated experience in conducting collection and analysis of qualitative and quantitative protection data is essential
  • In depth understanding of protection in humanitarian settings is essential, including strong understanding of the Global Protection Cluster’s Protection Analytical Framework (PAF) and international legal frameworks.
  • Knowledge of the GPC’s Protection Information Management (PIM).
  • Experience in coordinating with national and global protection coordination mechanisms is important.
  • Demonstrated coursework and independent research in the field of international law, migration or refugee studies is highly desirable.
  • Demonstrated experience in producing high quality documents for multiple audiences.
  • Demonstrate experience using digital tools and platforms like PowerBI, Excel, and “The DEEP” for qualitative data analysis desirable
  • Experience leading protection programmes is desirable.
  • Fluency in English and Spanish. Proficiency in French or Portuguese is an advantage.

DRC offers:

  • Contract: international staff contract for 10 months renewable depending on performance and funding.
  • Salary scale Position: F – Non-Manager.
  • Starting date: April 2025.
  • Salary and working conditions/benefits according to DRC ‘salary scale for expatriate staff.
