As a Senior Real Estate Management Officer, you will: in compliance with internal controls and guidelines, oversee and manage ADB’s architectural and interior design including specialty design trades (i.e. lighting, environmental graphics and landscape design) and coordinate the technical aspects of space planning and documentation. You will oversee construction projects, monitor cost and quality control measures of the project’s expenditure, and administer and maintain implementation of project contracts for the establishment of facilities for ADB’s field offices. The role is dedicated to ensuring that ADB’s growing global portfolio of field offices satisfies all required architectural and building engineering services that create equitable, effective, and inclusive workplace environments.

You will:

  • Lead architectural and interior design activities for construction, renovation, and alteration projects for field offices. Oversee detailed design processes to support the coordination of all relevant design activities with engineering trades and other supporting services (Structural, Mechanical, Electrical Plumbing and Fire Fighting, Information and Communications Technology, and Security).
  • Provide detailed research and feasibility studies with view of relevant historical Field Office data to rationalize major lifecycle retrofit construction projects giving consideration for function-based workplace environments, larger occupancy strategies, sustainability, safety and security, physical accessibility & inclusivity, and building resiliency principles. Cost-benefit analysis shall form part of the recommendation to be developed with the team.
  • Assess and evaluate the need for architectural and engineering consultants and prepare the consultant’s term of reference.
  • Ensure latest international building, and fire & life safety code requirements are satisfied during construction of Field Office projects, renovation and repair works through a code compliance report and certification to be facilitated by the design consultant-of-record where technical liabilities are associated with and the project manager. Take the lead in maintaining a register of applicable code requirements as a reference base for architects and engineers at ADB.
  • Administer contracts and monitor progress of implementation to ensure compliance with plans and specifications. Manage conflicts between different trades for efficient construction implementation and subsequent completion of the project.
  • Evaluate project proposals and bid documents to recommend aesthetics, economy, and feasibility of bids based on terms of references, design-engineering framework agreement (DE-FA) task order and support documentation provided during award (i.e. FOS Design Framework)
  • Provide regular reports to assigned International Staff on the overall progress and status of projects in each country, raise necessary concerns, and provide the best solutions on moving forward.
  • Contribute in the preparation of indicative cost estimates for Major Capital Projects based on area coverage, design and technical information available, and site / base build condition from the assessment reports.
  • Contribute and provide inputs in the evaluation of detailed cost estimates, cost planning, and cost control/value engineering procedures to ensure that building and facility projects are completed within scope and delivered with quality.
  • Recommend any change to material specifications, cost and quantity of materials, substitution of cost-effective materials of equal or superior type; maintain updated intelligence on global construction material costs and provide proactive measures to mitigate risks of budget shortfall. Keep abreast of relevant legislation, wage hikes, changes in material standards, availability and cost of materials, and impact on contracts.
  • Perform other duties as may be assigned and reflected in the incumbent’s workplan. (i.e. updating the FOS Design Framework as workplace parameters continue to evolve; to mitigate design issues and capture best practices)

Qualifications:

You will need:

  • Bachelor’s degree in architecture, interior design, or Civil Engineering preferably with Master’s degree or equivalent; Registered Professional Architect/ Interior Designer/Civil Engineer.
  • At least 10 years of relevant professional experience in an international consultant, contracting firm or real estate company with a responsible position leading corporate real estate management, project management, cost estimate and quantity surveying; and at least 5 years of supervisory experience.
  • In-depth knowledge of the budget and public procurement procedures in a corporate real estate management setting.
  • Ability to analyze procedural, operational, and strategic issues and make recommendations to improve the effectiveness of the work unit operations and services.
  • Ability to plan, organize and direct the activities of the work unit and external consultants to bridge the terms of reference, FOS Design Framework guidelines, aesthetic approach, operational and cultural considerations of the Field Offices
  • Advanced knowledge in the use of relevant computer-based programs and applications including databases such as Oracle, Outlook, Office 365 and SharePoint, including use of AutoCAD.
  • Strong supervisory skills and excellent problem-solving skills.
  • Skills in dealing with contractors/consultants and the ability to interact with senior officers of various agencies/organizations.
  • Excellent written and verbal communication skills, and presentation skills in English.
