Basel Institute on Governance
The Basel Institute on Governance is a hands-on centre of competence dedicated to promoting good governance and countering corruption for a more peaceful, just and sustainable world. Established in 2003 in Basel, Switzerland, the Institute works with partners worldwide to advance knowledge, practice and policy on anti-corruption, asset recovery and business integrity. With field operations worldwide, it has some 130 staff covering 28 nationalities. The Basel Institute is an Associated Institute of the University of Basel.
The Basel Institute’s Green Corruption programme focuses on applying our in-house expertise and experience in relation to the prevention of corruption and the enforcement of anti-corruption and anti-money laundering standards to the environmental sector. The programme covers corruption and financial crime related to the illegal trade in wildlife, forestry and timber products, fish and mining.
Job description
We seek to recruit a (Senior) Specialist on Corruption Prevention to implement our Corruption Prevention programming in Indonesia. Through its corruption prevention workstream, the Institute supports our partner’s efforts to mitigate corruption risks. We are supporting State Owned-Enterprises (SOEs) and government agencies in assessing and mitigating corruption risks, improving internal control systems and compliance, and contributing to an emerging culture of integrity. We do this through training, mentoring, advisory and hands-on technical assistance on implementing corruption prevention policy/initiatives/plans.
Key responsibilities
Advisory work
- Lead the design and implementation of legal and compliance risk gap analyses, corruption risk assessments and other analytical work related to corruption prevention in Indonesia, in collaboration with other Senior Specialists both in HQ and in the field, consultants, project consortium members and programme stakeholders.
- Provide inputs to new and adjust existing anti-corruption plans and policies.
- Design and conduct trainings and other awareness and capacity building events.
- Support mentorship activities for anti-corruption and compliance officials in the implementation of anti-corruption programme efforts.
- Identify the need to and recruit ad-hoc technical/subject matter contractors/consultants. Once recruited, manage the technical delivery of these contractors and consultants on policy, research-related assignments and other assignments which requires the service of these technical contractors/consultants.
- If requested, contribute to other relevant engagements outside of Indonesia.
Reporting and coordination
- Prepare regular reporting for government, civil society and donors.
- If requested, contribute to other relevant engagements outside of Indonesia.
Coordination and management
- Facilitate and support coordination between in-country partners, consortium leadership and Basel Institute’s experts in programme planning, implementation and reporting.
- Empower other team members (HQ experts and Indonesian team members) to deliver on the programme objectives to the fullest degree.
Stakeholder engagement and fundraising
- Liaise with government partners, consortium members, NGOs and other programme stakeholders in coordination of corruption prevention projects in Indonesia and, if needed, other countries in Southeast Asia.
- Participate in coordination meetings, brainstorming sessions and workshops on behalf of the Basel Institute.
- Contribute to the development of Basel Institute knowledge products such as blogs and publications as agreed with the Basel Institute leadership.
- Participate in fundraising efforts to broaden and extend engagements.
Reporting lines
The line manager for this position is the Head of Green Corruption programme, based at HQ in Basel. However, given the multi-sectoral nature of the engagement, the (Senior) Specialist, Corruption Prevention will engage with numerous stakeholders at the Basel Institute.
Qualifications and skills
- University degree or equivalent in law, public policy or public administration.
- At least 3 years’ experience in the area of corruption prevention, risk management or compliance.
- Relevant experience as anti-corruption compliance specialist in a corporate/public entity or associate consulting on ethics and compliance.
- Experience of work with the compliance and anti-corruption divisions of government agencies and/or state-owned enterprises will be considered an asset.
- Experience of work on anti-corruption in environment-related fields (forestry, energy, mining) is an advantage.
- Proficiency in MS Office.
- Languages: fluency in written and spoken Bahasa Indonesia, proficiency in written and spoken English.
- Strong analytical skills.
- Strong coordination skills.
