Org. Setting and Reporting
This position is located in the Operations Section, Regional Service Management Service (RSMS), Operations Support Division (OSD) within the Office of Information and Communications Technology (OICT). The incumbent reports to the Chief of the Operations Section. The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. Responsibilities
Within delegated authority, the Telecommunications Technician will be responsible for the following duties (these duties are not all inclusive nor are all duties carried out by all Telecommunications Technicians): Local (LAN)/ Wireless (WLAN) / Metropolitan (MAN)/ Wide-area (WAN) Network Operations • Designs and implements LAN /WLAN/MAN/WAN networks. • Prepares system engineering plans, requests for proposals, generates and revises network diagrams and documentation. • Installs, configures, and maintains multi-protocol routers, multi-layer switches and other networking and telecommunications equipment. • Coordinates and implements projects. • Monitors performance of the LAN/WLAN/MAN/WAN, as well as high-speed Internet links and performs day-to-day operational support of the infrastructure. • Ensures timely resolution of incidents and problems. • Maintains LAN / WLAN/ MAN / WAN equipment inventory and tracks repair history. • Coordinates with leased-line carriers and/or remote site technical support staff at Headquarters, Offices away from Headquarters (OAH), Regional Commissions, other duty stations, and/or Missions, and performs advanced technical support activities. • Monitors inventory, supports physical verification of equipment, and prepares equipment for disposal • Supervises crews of LAN / WLAN/ MAN / WAN technicians. Wireless Infrastructure Operations • Performs advanced technical support activities, including firmware upgrades, and module level repair of wireless controllers, access points etc. • Monitors the performance of the wireless infrastructure. • Performs operational related tasks such as wireless signal measurement and adjustments, detection of rogue access points etc. • Coordinates and facilitates the implementation of the ad-hoc wireless support requirements with clients and departmental focal points. • Assists in large deployment projects. Performs site survey, predictive design, and project related tasks. • Maintains equipment inventory and tracks repair history. • Prepares system engineering plans, generates, and revises topological diagrams and related documentation. • Supervises crews of skilled Wireless Infrastructure Technicians. • Performs other related duties as required. Satellite Earth-station Operations • Installs, configures, tests and commissions various earth station sub-systems and associated equipment. • Assists in the preparation of system engineering plans, requests for proposals, generates and revises network diagrams and network documentation. • Operates and maintains Intelsat Standard satellite earth-station equipment, inclusive of the antenna system, RF equipment, IF equipment, base-band equipment, and the control, supervisory, and test facilities. • In coordination with satellite providers, conducts periodic system testing and circuit line-up of existing digital carriers. • Ensures that preventative maintenance and repairs schedules are carried out per established guidelines and procedures. Maintains up to date earth-station records and documentation. • Supervises crews of skilled Earth-station Engineering Technicians. Voice, Audio and Video-Conferencing and Messaging Operations • Installs, configures, tests and commissions IP voice, audio and video-conferencing, wireless and related equipment, accounting systems, facsimile switching servers, and wireless phones, smartphones and tablets. • Assists in the preparation of system engineering plans, requests for proposals, generates and revises diagrams and documentation. • Monitors the performance of the voice, wireless, audio and video-conferencing equipment. • Coordinates with telephone service requesting departments, Facilities Management Division, local and long distance and wireless telephone service providers, leased line carrier and/or remote site technical support staff, service restoration during facility failures at Headquarters, the OAHs, and/or Missions. • Ensures that IPT voice equipment, wireless equipment, and voice mail system operate smoothly and meet availability and reliability targets. • Ensures that preventative maintenance schedules on telephony equipment, and voice mail system are carried out per established guidelines. • Supervises UN and contractor staff responsible for voice, wireless, audio and video-conferencing equipment. Secure Communications Operations • Installs, configures, tests and commissions secure communications equipment, including, encrypted voice, facsimile and data encryption devices. • Assists in the preparation of engineering plans, requests for proposals, generates and revises diagrams and documentation. • Monitors the performance of the voice, audio and data over encrypted connections. • Ensures that preventative maintenance schedules on secure communications equipment are carried out per established guidelines. • Provides voice communication support to Secretary-General and his entourage during special missions overseas.
Competencies
• PROFESSIONALISM: Knowledge of telecommunication equipment, principles of operations, including local area networks, satellites, radio and video surveillance systems, voice and messaging systems. Knowledge of satellite earth station technology, and principles of analog and digital transmission. Knowledge of synchronous and asynchronous data interface standards and protocols. Knowledge of satellite modem, CSU/DSU, and digital line driver operation. Ability to apply knowledge and technical skills to install and test relevant equipment, provide maintenance services and user support. Ability to assist with analog and digital transmission facility testing and trouble-shooting. Education
High school diploma or equivalent is required.
Job – Specific Qualification
• A valid Cisco Certified Network Associate (CCNA) certification is required. Proof of certification must be provided, including the date of completion. • Possession of a Cisco Certified Network Professional (CCNP) certification is desirable. Candidates with this certification are encouraged to provide proof of completion and the certification date.
Work Experience
• A minimum of ten years of progressively responsible experience in implementation, operation and maintenance of telecommunications, networking, voice, audio and videoconferencing, with relevance to infrastructure systems and operations is required. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first-level university degree or higher. • Experience in functional and technical aspects inter-alia of Local, Metropolitan and Wide Area Networking, WiFi technologies, IP Video Conferencing, IP audio and video multicasting, telecommunications, network security, firewalls, Intrusion Detection and Prevention, Access Control, two-factor authentication technologies, wiring standards and best practices, mobile solutions, secure communications and disaster recovery / business continuity environments is required. • Experience with the application and use of IPv4, TCP/IP, OSPF, EIGRP, WiFi6/6e, BGP4, MPLS, protocol analysis, Internet protocols and technologies is required. • Experience with the application and use of DNS, DHCP, load balancing technologies, Network Security, IPSEC, Firewall administration, Intrusion Detection/Prevention is required. • Experience with the application and use of Radio and Satellite Telecommunications is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
