Sergeant

Job Description:

The sergeant is a first-line supervisor responsible for all patrol operations during their tour of duty. This includes, but is not limited to, the oversight of campus police officers, communication control officers, public safety officers, security officers, building guards, contract security, and night student operations. The sergeant is responsible for responding to significant incidents on the main campus, in the Jewelry District, and providing guidance to line personnel. As a member of the supervisory staff, the incumbent is also responsible for the field training of officers, investigations, officer safety, community policing, and special assignments related to patrol operations. 

Major Responsibility: 

Supervise police officers and other department employees in enforcement of local, state, and federal laws and in provision of personal, real property, and equipment security throughout campus. 

Supporting Actions:

• Deploy line personnel, taking into consideration crime trends, service demand, overtime, special events, and vacation requests.
• Engage in ongoing coaching, mentoring, and complete regular performance reviews.
• Leading from the front by spending time in the field directly supervising and assisting police officers as time allows.
• Promote the voluntary compliance with department and university rules and regulations. When necessary, interpret, explain, and ensure compliance with department and university rules, regulations, and programs by line officers.
• Ensure compliance with local, state, and federal laws when effecting arrests and motor vehicle stops.
• Ensure compliance with applicable Commission on Accreditation for Law Enforcement Agencies (CALEA) standards.
• Evaluate officers under their direct supervision both informally through observation and review of reports and formally through performance evaluations.
• Keep proper discipline and use the policy of progressive discipline. Review first step grievances.
• Review daily work in progress including criminal and incident reports, administrative paperwork, and evaluate the same.
• Facilitate communication through briefing to line personnel and provide feedback to relevant department staff.
• Inspect line officers and department equipment to make certain high standards of neatness and maintenance are upheld. Daily operations run effectively and efficiently with optimal service delivery to the University community. Criminal reports, incident reports, and administrative reports are complete and accurate and do not require tracking. High morale is maintained.

Major Responsibility: 

Identify problems related to line operations and work with the members of the Department and the University community to solve these problems.

Supporting Actions: 

• Identify issues related to crime trends, existing policy/procedures, performance, or personnel.
• Maintain a cohesive working relationship with the Offices of Campus Life, Residential Life, Student Activities, and other community resources to facilitate communication and positive relationships.
• Serve on relevant University committees as may be required by the Chief of Police or their designee.
• Implement community policing initiatives.

Department operations are responsive to the needs of the community. Department meets its overall community oriented policing mission. Positive feedback and increased communications with the University community as a whole are realized.

Major Responsibility: 

Respond to the scene of significant incidents to coordinate an effective department response. 

Supporting Actions:

• Supervise and coordinate major crime scenes. Deploy officers and equipment for maximum results until relieved by a higher-ranking officer.
• Respond to serious incidents as backup for first responding officers.
• Implement decisions and deploy officers to cover University and department events.
• Evaluate each event for future planning and make recommendations through the chain of command.

Valuable evidence will be preserved and witnesses will be identified in an effective manner. Major events are handled according to established guidelines to meet the needs of the University. Follow-up report is well-documented and appropriate changes instituted

Major Responsibility: 

Coordinate follow-up notifications and investigations assigning cases to the Investigations Unit, as necessary

Supporting Actions: 

• As a shift supervisor, oversee and support the work of the Investigations Unit.
• Ensure, when necessary, line officers complete follow-up actions on reports to meet the department’s victim and witness assistance goals.

Information is provided to the Investigator and feedback is accomplished between the victim and this Department.

Education and Experience

• Bachelor’s degree in criminal justice, management, administration, or a related field from an accredited four-year institution or equivalent combination of education and experience.
• Five (5) years law enforcement experience or three years experience as a Brown University Campus Police Officer; knowledge of community policing and working with an ethnically diverse community and union population desirable.
• Graduate of the RI Municipal Police Academy or other recognized police training academy.
• Licensed, or eligible for licensing, by the RI State Police.
• Excellent oral and written communication skills. Demonstrated interpersonal skills, ability to motivate and team build, and ability to take command of any situation.
• Must demonstrate leadership ability and tact in dealing with employees and University situations.
• Thorough knowledge of and proficiency in the care and use of firearms, self-defense tools, and criminal detection devices.
• Must have the willingness and ability to support a diverse and inclusive environment.

Job Competencies

The Department of Public Safety is an armed, fully sworn law enforcement agency. The practice of responding to emergency calls for assistance to meet the needs and expectations of the University community, in circumstances that could be lifethreatening, often creates an unsafe environment for those supervisors and officers for whom the incumbent is responsible. Additionally, in both emergency situations and routine incidents, there is a need for legal decision making regarding the probable cause to search or to make arrests. The incumbent also has a working knowledge of both the criminal offenses and criminal procedures statutes of the State of Rhode Island, as well as the policies and procedures for report-writing, criminal charging, and the detention policies and procedures of the Providence Police Department. Also, the Providence Police are the charging agency in all criminal matters for Brown University, and as such, they must maintain a close working relationship with the commanding officers and supervisors of that Department.

1:1 Vice President for Public Safety/Chief of Police Interview (30 minutes) – 20% 

Includes a review of performance appraisals

1:1 Deputy Chief of Police Interview (30 minutes) – 15%

Promotional Process Date: The promotional process will take place on Friday, January 24, 2025.

Candidate scores are compiled to receive a final percentage. Each candidate scoring at least 78% overall may be placed on the six month eligibility list. The candidates will be ranked by their final percentage scores, with the posting including last and first name. The Vice President for Public Safety and Emergency Management may select from any of the top five candidates.
