The Excellent Young Scientists Fund (Overseas) aims to attract and encourage outstanding young scholars from overseas (including non-Chinese talents) who have made achievements in natural sciences, engineering technology, etc. to return to China and unleash their potentials. Scholars are encouraged to independently choose their own research directions and conduct innovative studies, thus promoting a rapid growth of young talents in science and technology. The program seeks to cultivate a great number of outstanding academic backbones capable of reaching the cutting edge of science and technology worldwide, thereby contributing to build national strength in science and technology.

According to the relevant policies of CAMS&PUMC and IMBCAMS, competitive annual salary, generous housing subsidies, sufficient and stable research start-up funding, laboratories and office will be provided.

I. Applicants for the Excellent Young Scientists (overseas) should meet the following requirements:

• Compliance with the laws and regulations of the People’s Republic of China, possessing good scientific ethics, and consciously practicing the spirit of scientists in the new era;
• The applicants should not be older than 40 years old in the year of declaration;
• Holding a doctoral degree;
• Main research direction in natural sciences, engineering technology, etc.;
• From the date of  obtaining the doctoral degree to the deadline for project application in the same year, generally should have obtained a formal teaching or research position in overseas universities, research institutions, or enterprise R&D institutions, with a continuous work experience of more than 36 months. For those who have obtained a doctoral degree overseas and have outstanding performance, the requirement for years of work experience can be appropriately relaxed.
• Having research or technical achievements recognized by peers, and having the potential to become academic leaders or outstanding talents in the corresponding field;
• The applicant has not yet returned to China full-time, or returned to China after January 1 of the year before application. After receiving the funding notification, the applicant must resign from overseas work and return to China to work full-time for at least 3 years.

II. Requirement of Limits:

1. Implement relevant requirements of the national scientific and technological talent program coordination and convergence. Only one project can be undertaken for each level of the national science and technology talent program, and applications cannot be made in reverse order.

Remuneration and Welfare Guarantee

Successful applicants of the Excellent Young Scientists Fund (overseas) may apply for tenured and tenure-track faculty positions through the CAMS & PUMC’s “Global Talent Recruitment” program, and will be offered remuneration packages based on the position of appointment, including but not limited to:

• Positions in the national public institution career establishment;
• According to the appointed position, the salary will be no less than the equivalent position in the top universities in China;
• According to the appointed position, the institute will provide sufficient and stable research start-up funding,  and large equipment(s) according to the needs of each scholar;
• According to the appointed position, the institute provides generous housing subsidies;
• Employed as an independent principle investigator (PI), equipped with an independent laboratory and office, and assisted in building long-term research teams;
• At least 2 graduate student quotas annually, and priority support for postdoctoral recruitment;
• Relying on more than 200 members of the Academic Division of the Chinese Academy of Medical Sciences (CAMS) and more than 500 high-level talents from CAMS & PUMC,  personalized guidance for the career development of the selected candidates will be provided;
• Assistance for household registration and school enrollment of spouses and children.

Introduction of the Institute 

The Institute of Medical Biology Chinese Academy of Medical Sciences (hereinafter referred to as IMBCAMS), founded in 1958 in Kunming, Yunnan Province, is a national scientific research institute that integrates medical research, development and production of biological products, and postgraduate education. After 66 years of development, IMBCAMS has formed a development pattern through the integration of R&D, production of biological products and postgraduate education, and has undertaken key research projects on the research and development of vaccines from the National Key Research and Development Program, National Natural Science Foundation, Major New Drug Invention, and Special Project of Severe Infectious Diseases. It has established a research and development system that covers basic research, pilot scale-up, non-clinical research, clinical research, industrialized production, and post-market re-evaluation. 

IMBCAMS is committed to addressing the strategic development needs of the nation’s public health. In the construction of China’s medical science and technology innovation base, IMBCAMS focuses on the research and development of innovative vaccines and the upgrading of traditional vaccines, breaks through the key technical bottlenecks in basic vaccine research, process development and production, continuously optimizes the industrial structure, promotes the development of the industry, and contributes to the prevention and control of major infectious diseases in China.

I. Disciplines:

IMBCAMS is a master’s and doctoral training unit of Peking Union Medical College (Medical School of Tsinghua University). Based on biologicals and focused on vaccine research and development, the Institute has formed a multidisciplinary development mode of pathogen biology, immunology, genetics, biologicals and zoology and a diversified pattern of talent cultivation.

II. Scientific research supporting platform and the six main research centers:

IMBCAMS has set its sights on the top scientific research institutions at home and abroad, concentrated and integrated research efforts, focused on research directions, and oriented itself towards innovative vaccine research and development. Relying on the Kunming National Primate Research Center of High-level Biosafety and the Institute’s shared experimental platform, it has established six research centers focusing on viral vaccines, bacterial vaccines, genetically engineered vaccines, infection and immunity, emerging infectious diseases, and adjuvants and delivery systems. It has also built an innovative vaccine research and development platform and a vaccine adjuvant technology platform.
