1. Background 1.1 About ICS

ICS-SP, an organization focused on promoting the well-being of children and families, seeks to develop a comprehensive Life skills curriculum aimed at equipping adolescents with critical skills for resilience, self-protection, and overall growth. The curriculum aligns with the organization’s commitment to nurturing positive childhood development and preventing violence against children. At the very core of our work is Skillful Parenting and Ending Violence against Children www.icsafrica-sp.org

1.2 Background of the project

ICS-SP is a leading African NGO dedicated to ensuring that all children grow up in safe and nurturing environments, free from violence, and equipped with the skills and opportunities needed to thrive. Over the years, ICS-SP has developed and scaled innovative solutions that address violence against children (VAC) and violence against women (VAW) through evidence-based interventions. These include Skilful Parenting Programs, the Whole School Approach, and Social Norms Transformation models.

ICS-SP focuses on transforming harmful social and gender norms to reduce violence against children and women. The Social Norms Curriculum will target communities to challenge attitudes and behaviors that perpetuate violence.

1.3 Details of the assignment

ICS SP in integrating social norms programming in addressing Violence against women and children and is looking for an experienced social norms expert with track record of developing social Norms curriculums to work with the team to develop a Social Norms transformation curriculum.

2.0 Purpose of the assignment

This assignment’s purpose is to design a Social Norms curriculum aimed at challenging and transforming harmful attitudes and behaviors that perpetuate violence against children and gender inequality. The curriculum will serve as a tool to engage communities in participatory learning and action, fostering the adoption of positive social norms that promote safety, equality, and respect

2.1 Objectives of the assignment

  • Develop culturally sensitive modules addressing social norms related to child marriage and IPV.
  • Incorporate community engagement strategies and advocacy components.
  • Pilot the curriculum and refine it based on community feedback.

3.0 Methodology of the Study

The consultant will be expected to propose appropriate process facilitation and documentation approaches that effectively address the assignment’s objectives.

4.0 Scope of Work

  • Conduct a desk review of social norms influencing child marriage and IPV.
  • Engage with community leaders and stakeholders to identify key themes.
  • Develop modules that include storytelling, role-plays, and participatory activities.
  • Pilot the curriculum and refine based on community input. (To be discussed later)

4.1 Timeline

The exercise will be conducted within 11 working days. Broken down as follows

1 day inception meeting

5 Days Working on first draft

1 day for feedback meeting

4 Days finalization and clean up

The final Document should be submitted to ICS-SP on 17th March 2025**.** The consultant is expected to draw up a work plan in line with the work’s scope. This includes planning meetings with the project team as and when necessary.

5.0 Selection criteria for consultants

  • Advanced degree in Sociology, Gender Studies, or related fields.
  • Expertise in participatory approaches and community engagement.
  • Strong understanding of VAC, IPV, and cultural dynamics in Kenya and Tanzania.
  • Expertise in social norms change programming social norms theory, community education, and behavior change communication.
  • Strong analytical and participatory research skills.

Other requirements

  • Fluency in English (required); proficiency in Kiswahili or local languages (desirable).
  • Ability to deliver high-quality work within tight timelines.
  • Interpersonal skills

6.0 Deliverables

  • Social Norms Curriculum with modules and facilitator guides.
  • Report on the pilot phase.
  • Recommendations for scaling up the curriculum.

7.0 Application Process

  • Brief explanation about the consultant/s with particular emphasis on previous experience in this kind of work
    • Understanding of TOR and the task to be accomplished and Proposed methodology
    • Draft implementation plan
    • Financial Proposal
