Regular Schedule: 39 hours per week

A Non-Merit vacancy exists in the Department of Public Works, Bureau of Solid Waste Management.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below.

Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Examples of Duties

Under general supervision, manages and supervises the maintenance and repair of all Single Stream system components and CAF maintenance projects.

Example of Essential Duties

  • Supervises the daily assignments of all maintenance staff in the performance of basic maintenance functions for all Single Stream system components and CAF maintenance projects.
  • Performs inspections of work in progress and upon completion.
  • Conducts performance evaluations and administers counseling and discipline as warranted.
  • Participates in employment interviews.
  • Assists in planning and scheduling all general maintenance and repair projects performed in the Central Acceptance Facility (CAF)
  • Assists in scheduling the preventive maintenance and repair of Single Stream system.
  • Maintains daily log of preventive maintenance and repair work.
  • Assists in preparing and verifying requisitions for maintenance materials and supplies.
  • Estimates labor and material costs for basic operational maintenance of equipment and buildings.
  • Reviews plans and drawings for building maintenance, repair, and installation work.

Examples of Other Duties

  • Meet with contractors and vendors.
  • Performs other related duties as required.

Qualifications

Possession of a high school diploma or an appropriate equivalent.

Possession of a valid driver’s license equivalent to a non-commercial, class C Maryland driver’s license.

PLUS

Six years’ experience in maintenance operations, four years of which were in supervisory capacity.

(Education beyond a high School may be substituted on a year-for-year basis up to a maximum of four years for the required non-supervisory experience.)

Knowledge, Skills, and Abilities (Entry Level)

  • Thorough knowledge of the methods, practices, equipment and materials used in the maintenance and repair of various types of machinery.
  • Skill in demonstrating the proper use of tools and equipment used in Single Stream system and CAF maintenance projects.
  • Ability to supervise maintenance workers and demonstrate the use of equipment and materials.
  • Ability to prioritize, assign, and review work in order to complete projects by established deadlines.
  • Ability to understand plans, blueprints, maps, specifications and other drawings used to install, construct, or repair systems.
  • Ability to maintain work records and prepare simple reports.
  • Ability to communicate effectively.
  • Ability to prepare and review estimates and requisitions.

Knowledge, Skills, and Abilities (Full Performance)

  • Thorough knowledge of Single Stream system.
  • Knowledge of County Rules, regulations, policies, and procedures governing the performance of duties.
  • Skill in supervising maintenance and repair activities.
  • Skill in supervising and instructing maintenance personnel.
  • Skill in preparing and reviewing estimates and requisitions.
  • Skill in preparing and maintaining work records and reports.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees in this classification are designated as Emergency/Essential and may be required to work overtime with little or no advance notice.

Physical and Environmental Conditions

The work of this classification entails the performance of heavy physical labor including, bending, stooping, lifting and carrying heavy objects, and the operation of vehicles, tools, and equipment. Ability to lift up to 50 lbs. Some work requires exposure to potentially hazardous conditions such as adverse weather. Some duties may require travel between work sites.

Health Insurance

Flexible Spending Accounts

Life Insurance

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee’s annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement

Employees are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions.

Paid Leave

Sick Leave – Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave – Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays – Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
