One of our major government clients is looking for a Sr. IT Tech. Business Analyst (Must have Previous Government Exp.)
Length: 7 months contract with a huge possibility of extension
Location: Remote – Canada
Hours of work: 08:15 – 16:30 Alberta time.SCOPE:
Technology and Innovation requires Information Technology (IT) professional resources to provide a Senior Technical Analyst for the project delivery of the projects to Modernize & Enhancements of Client Service Delivery.Initiatives to Modernize & Enhancements of Client Service Delivery include multiple Department applications including the following:

  • TRA and TBF Applications Maintenance Support (AMS) Activities
  • Identify opportunities for process improvement and contribute to initiatives
  • Gather technical requirements and implement new technologies to support reporting requests, process re-engineering, application configuration/customizations
  • Work closely with Release Manager, Program and Project Managers to coordinate releases across multiple technology teams, from inception to delivery
  • Monitor and respond to open tickets through an incident management system, coordinate incidents with the internal application development and technology infrastructure teams
  • Leverage scrum and other agile approaches to facilitate cross-team delivery
  • Plan and prioritize product development and product feature backlog
  • Work with internal customers to analyze the needs and align product roadmap to strategic goals
  • Participate in scrum meetings and product sprints
  • Support the application support and development manager

DUTIES:

  • Lead consultations and facilitate stakeholder meetings.
  • Create business requirements, functional specifications and technical requirements.
  • Create new business and technical processes and complete business process reviews/re-engineering for existing processes.
  • Facilitate business process improvement sessions.
  • Assist in the development of new IT services.
  • Schedule, organize and lead project status meetings and other meetings as required.
  • Provide support by bridging communication between vendors, client ministries, and corporate technical and business teams.
  • Escalate unresolved issues/risks, options and recommendations.
  • Responsible for business architecture design, software system specifications design, and database modelling.
  • Participate iterative development using model-based processes.
  • Perform project management, business and technical analysis and systems design in delivering complex software solutions spanning n-tier development environments.
  • Produce project artifices with XML; UML and/or other web-services technologies.
  • Prepare, update and manage documents defining the business requirements, software requirements, functional design, and project plans and schedules reflecting achievable deliverables for the applications.
  • Prepare regular project status reports indicating project deliverables, possible risk and issues, timelines and anticipated effort.
  • Ensure appropriate project communication occurs to all parties involved during all phases of the project.
  • Identify required user training.

Additional responsibilities as required by the Project Manager for a Business Analyst or Lead Technical Analyst role:

  • Support development of project deliverables including, requirements gathering and process documentation to meet project milestones.
  • Support Project Management status and financial reports and schedules as required.
  • Support business needs by ensuring that project delivery is in alignment with business / technical requirements and application development.
  • Analyze organization or business domain and document the business, processes, systems, assessing the business model or its integration with technology. Leading workshops and User Acceptance Testing during the development of business applications.

MUST HAVE

  • The proposed resource must meet or exceed one of the following:

o University graduation in business, management or a related discipline and four-year Technical Business Analyst (BA) experience; OR
o Two-year diploma in business, management or a related discipline and six-year BA experience; OR
o One-year certificate in business, management or a related discipline and seven-year BA experience; OR
o Eight-year BA experience

  • Knowledge of various software development methodologies (i.e. agile, waterfall, scrum, Kanban, etc.).
  • Experience as a business analyst translating business requirements into detailed technical requirements in an enterprise IT environment.
  • Experience in developing integrated system and technical design specifications on complex engagements.
  • Experience in facilitating and managing business process development and process re-engineering workshops and sessions.
  • Experience in gathering requirements from a diverse group of stakeholders across ministries or departments.

bal communications including specific experience in drafting strategic business and technical documentation.NICE TO HAVE

  • Experience in the development of project documents for a wide variety of initiatives and projects (strategic, business improvement, information technology, etc.).
  • Experience with Agile backlog management tools such as JIRA or Azure DevOps.
  • Experience with development and implementation of content management, document management, records management, information management processes in applications.
  • Experience with IT service management, IT service management applications, IT application development and maintenance projects.
  • Experience with User Acceptance Testing processes on large, complex, multi-stakeholder environment.
  • Experience working in or for the public sector.
  • Experience working within an agile development environment.
  • Experience working with various software development methodologies (i.e. agile, waterfall, scrum, Kanban, etc.).
