Position Overview:

  • This position is within the Somalia Stability Fund (SSF), a multi-donor initiative designed to promote stability in Somalia through locally-led projects and interventions.
  • The role is part of a consortium led by Adam Smith International, a global advisory firm specializing in delivering impact in challenging environments, with Interpeace as a key partner providing peacebuilding expertise.
  • The position involves working closely with various stakeholders, including Somali government institutions, local communities, and international partners, to support SSF’s strategic goals.
  • This role offers a meaningful opportunity to contribute to Somalia’s peace and stability through innovative and collaborative efforts within a dynamic consortium framework.

Role Responsibilities

Project Management and Reporting:

  • Play a lead role in the project management and coordination of implementing partner(s), their financial management, monitoring and evaluation, and risk management, reporting, and learning.
  • Ensure high quality of partners deliverables and reporting, including written quarterly and annual reports, and ad hoc updates.
  • Update the Team Leader (TL), Deputy team leader (DTL) on key management and financial issues and risks that may affect project delivery.
  • Update Interpeace programme lead on assigned project progress and challenges.
  • Knowledge of current thinking on peacebuilding issues and methods; and demonstrable ability to anticipate emerging needs and integrate them into priority programme setting.
  • Ensure that partner interventions are integrated, aligned, and coordinated with the work of partner organizations across Somalia e.g. IOM, WB, USAID.
  • Support thinking in SSF III on conciliation and political dialogue within the stability context in Somalia.
  • Propose practical programmatic activities the Fund could undertake, through its implementing partners and/or with external partners, to mitigate conflict, support reconciliation efforts, and bolster political dialogue.

Financial and Risk Management:

  • Review partner budgets and ensure they are appropriately reviewed by all relevant stakeholders.
  • Support on monthly financial forecasting, including communicating any changes to SSF III leadership in a timely manner.
  • Review and approve quarterly forecasts and cash requests.Monitor budget utilization and identify opportunities for optimization or reallocation
  • Ensure any incidents of fraud and corruption are raised with SSF III in a timely manner.

M&E and Learning:

  • Support partner M&E, ensuring it is in line with the SSF III M&E framework and applied consistently across activities.
  • Ensure lessons learned from implementing partners are captured, documented, and shared across SSF III for learning purposes.
  • Assist in capturing and drafting success stories from partner activities.

Relationships, Team Performance and Management:

  • Establish and maintain strong collaborative and effective working relationships internally with SSF III-unit leads, Interpeace leadership and externally with relevant counterparts.
  • Act as focal point for SSF III on day-to-day project management, including budget management, forecasting, and reporting, and on M&E.
  • Establish and maintain strong relationships with counterparts and implementing partners/sub-contractors, to ensure effectiveness in delivery of outputs.
  • Collaborate with the TL and DTL, SSF III country manager and SSF III state leads to ensure optimum partner inputs for the achievement of desired programme results based on needs identified by SSF III and government partners.

Required Experience, Skills, and Education:

  • Experience: At least seven years demonstrable experience working on project development and implementation, including financial/budget management, procurement, and reporting. Demonstrable experience working in Somalia is an added advantage.
  • At least two years’ experience working in fragile and or conflict affected countries.
  • Knowledge and management experience with project management methodologies including results-based management.
  • Master’s Degree, or equivalent work experience, in a relevant area such as International Relations, Project Management, Peacebuilding, Social Sciences, Political Sciences.
  • Language requirements: Fluency in spoken and written English. Knowledge in Somali language is an added advantage.
