EMPLOYMENT CONTRACT: 3-year definite duration contract

1. Post Context/Post Summary

The Joint Logistics Support Group Headquarters commands and controls assigned logistic, engineer and medical units for the execution of JTF’s operational level plan.

The Support Branch is responsible for the support of JLSG HQ mission execution.

The Information Management (IM) Section is responsible for IM aspects in support of Joint Logistic policy, plans and operations to support HQ JLSG to achieve versatility and agility called for operational requirements of deployed forces.

The Information Management (IM) Section is responsible for IM aspects in support of Joint Logistic policy, plans and operations to support HQ JLSG to achieve versatility and agility called for operational requirements of deployed forces.

The incumbent will be responsible for assisting with architectural design, implementation and automation of data flow and process models. Assists with data/information flow process design, systems architecture design, implementation, automation; data and information life-cycle mapping from initiation to archive; planning of information products and data sets produced and consumed; identification of data/information requirements.

The SA assists the Section Head in conducting of Command Information Needs analysis, identifying inputs and outputs, collection of Information Exchange Requirements (IER) as part of routine and mission-specific IM Planning. Identifies and consolidates requirements for database systems front-end design and configuration. Assists with end-to-end mapping of data and information life-cycle processes. Develops and implements data management and sharing capabilities. Contributes to implementation of process designs into software mechanics; automation of data and information flow; consolidation of data and information systems front-end requirements; and coordination of IM requirements with respect to tactical/operational data and information flow; to support enhanced data-driven decision-making and command information superiority.

2. Principal Duties

The incumbent’s duties are:

1. Assists with the development and maintainance of the data flow architecture

2. Contributes to configuration plans and inter-connectivity between databases and services

3. Implements new tools, automated workflows, dashboards, components and data handling platforms based on system specification

4. Implements automation mechanisms and interfaces for timely dissemination of operational information

5. Conducts information needs surveys, data flow analysis, business process analysis

6. Contributes to development of process maps, architecture diagrams, data tables, data layers, indexing and access schemes

7. Coordinates with the operational community to plan the data and information inputs and outputs.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker). Normal Working Conditions apply. The risk of injury is categorised as No risk / risk might increase when deployed.

4. Essential Qualifications

a. Education and Professional Experience

Higher Secondary education and completed higher vocational training in library, information science, management information systems, computer science or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.

Experience dealing with Information governance

Experience in logistics, staff working, information management and workflow

Previous Staff experience, including all activities involved in providing assistance to the personal requirements of senior officers (normally flag officers), at large HQ, Joint Command, MOD or Organization.

Wide experience in communication and information flow and systems in the context of Joint Operations.

Experience in Systems design to meet specific requirements, compatible with agreed systems architectures, adhering to corporate standards and within constraints of performance and feasibility.

b. Language

English – SLP 3333 – (Listening, Speaking, Reading and Writing). NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. Desirable Qualifications

a. Professional Experience

  • Experienced in Information Management (IM), Planning of Operational Data Life-Cycle, Management of Data and Information Flow at Military Organizations, HQs, Joint/Component/Tactical Commands.
  • Experienced with reporting/tasking flows and C2 decision-making processes in deployed and static enviroments.
  • Experienced with Operational Data Life-Cycle, data structures, dashboards and systems.
  • Experienced in design and development of SharePoint applications and workflows.
  • Background in at least at Division level logistics.
  • Previous experience in a NATO environment.
  • Experienced and well aware of NATO Information Systems and NATO operations in Joint environments, in deployed or deployable commands.

b. Training

  • JLSG HQ Orientation Course (LOG-LG-23387) provided by JLSG Coordination & Training Centre (JCTC)
  • NATO Information Knowledge Management (IKM) Course (CCC-IM-2678) provided by NATO – School Oberammergau (NSO)

6. Attributes/Competencies

  • Personal Attributes: Motivated, flexible, highly collaborative team player and effective communicator. Able to convey complex problems simply; open to new analytical and problem solving techniques. Expertise in information management systems and processes; and self-propelled drive for continuous improvement.

The incumbent must be able to work well under pressure and to be able to cope effectively in a demanding multinational operational military HQ. He/she must be poised, tactful, cheerful and adaptable; and must be able to multi-task and deliver outcomes in coordination with multiple entities across the HQ.

Professional Contacts: Collaborates as required with subject matter experts within JLSGNP, ACO-subordinate commands and agencies to obtain necessary information/analysis to support JLSGNP’s data and information needs analysis.

There are no reporting responsibilities. This post reports to: Section Head (Information Management) – OF-4 This post does not deputises anybody. This post is not deputised by anybody.

7. Remarks

  • The incumbent must be prepared for deployment with a notice to move of 10 days. This time may be reduced to 2 days upon COM JLSG decision, as directed.
  • The incumbent must be physically and mentally fit for worldwide deployment including tropical and arctic regions. The incumbent is subject to mandatory long deployments and/or TDY assignments both within and without NATO’s boundaries.

CONTRACT

The successful candidate will be offered a 3-year definite duration contract within the NATO Agenda 2030. On expiry of this term the PLN will exceptionally be considered for extension, be deleted, or absorbed into the ceiling, pending approval. The basic entry-level monthly salary for a NATO Grade 12 (B-5) in Italy is Euro 4,771.39 which is exempt from national taxation, and which may be augmented based on the selected candidate’s personal status.
