Background:

Located in the UNICEF Iraq Country Office, Baghdad and working collaboratively with Operations/Programmes and government partners at national and sub-national level in implementing supply chain projects. The consultant is responsible for managing procurement-related initiatives in collaboration with the Ministry of Health, UNICEF Country Office, Regional Office, and Supply Division. Key focus areas include ensuring timely and efficient procurement of essential medicines, facilitating the outfitting of the Centre of Excellence, and coordinating technical and operational support for the development of the Medical Warehouse in Sulaymaniyah. The incumbent will provide strategic guidance, technical assistance, and coordination to strengthen supply chain systems and ensure effective implementation of UNICEF-supported projects.

 

Purpose of Activity/Assignment:

Under the supervision of the Deputy Representative Operations and in close collaboration with Country office Focal points, the purpose of this consultancy is to support efficient procurement of essential medicines, facilitating the outfitting of the Centre of Excellence, and coordinating technical and operational support for the development of the Medical Warehouse in Sulaymaniyah. Moreover, the Incumbent will work with all Programme Sections and Field Offices on supply and logistics projects. 

 

Scope of Work:

Manage Procurement Services Projects in Collaboration with CSD and Ministry of Health

• Establish appropriate communication /coordination with relevant Ministry of Health Focal points, Regional Office and CO operations and programme Focal points, and UNICEF’s Supply Division in Copenhagen (SD).
• Engage continuously with the Ministry of Health to utilize buffer funds for procurement of essential medicines on behalf of the government.
• Provide technical advice to Ministry of Health officials in the identification supplies /resolutions of
• bottlenecks in procurement and supply chain management
• Propose appropriate actions

Facilitate Procurement of Supplies for the Centre of Excellence

• Establish appropriate communication /coordination with relevant Ministry of Health Focal points, Regional Office and CO operations and programme Focal points, and UNICEF’s Supply Division in Copenhagen (SD).
• Provide technical support in planning, reviewing procurement requests,
• Provide contract administrative support to ensure timely implementation and address all contract issues on time

Coordinate UNICEF Support for Medical Warehouse Development in Sulaymaniyah

• Collaborate with CSD and RO and engage with the General Directorate of Health in Sulaymaniyah Governorate to discuss technical assistance for regional warehouse expansion.
• Work with CSD, SD, and RO to develop agreements supporting: Technical assistance for strengthening the Warehouse Management System (WMS)
• Engage with SD Construction Unit to discuss technical assistance for: Engineering, design, and construction of the new Medical Warehouse Complex

Collaboration with Programmes/Operations and implementing partners

• Provide technical support in strengthening development of ToRs for procurement of services
• Strengthening the use of LTAs and support establishment of joint LTAS with UN Agencies.

Minimum requirements:

• Education:

• Advanced University degree in Procurement, Logistics, Contract/Commercial Law, Business Administration, Economics, Supply Chain Management or related field.

 

• Work Experience:

• A minimum of 5 (five) years of solid and relevant professional work experience in procurement for high value; in support of government projects.
• Demonstrated experience in supply chain monitoring and reporting
• Proven experience in working with SAP, especially with Supply/Procurement Modules
• Working knowledge of UNICEF systems, policies and procedures is considered an asset.
• Fluency in English and Arabic

 

• Language Requirements:
• Proficiency in English and Arabic are required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
