Chemonics seeks a Sustainable Finance Director for a Senegal-based activity under the USAID Climate Finance for Development Accelerator (CFDA). CFDA is in its third year and is a global, $250 million initiative to increase climate investment in emerging markets and developing economies. The Senegal Sustainable Finance Activity (SFA) will be a three-year buy-in under CFDA with objectives to: 1.) support USAID Senegal to identify and develop local solutions and partnerships to mobilize finance to towards Senegal’s climate adaptation and mitigation objectives, 2.) support targeted analysis and technical assistance to help USAID Senegal, the government of Senegal, and private sector stakeholders identify and address barriers and opportunities to increase sustainable finance in Senegal, and 3.) advance learning and develop Senegalese capacity to mobilize catalytic private sector partnerships and finance. This senior leadership role is an exciting opportunity to provide operational, compliance, financial management, and programmatic support to CFDA. We seek candidates with deep experience in Senegal’s sustainable and climate finance landscape, with a keen interest to partner with private sector and government stakeholders to advance investment in sustainable development. Responsibilities include:
- Lead the Senegal Sustainable Finance Activity, supervising the small activity team and playing a critical role in the project’s vision, technical direction, and management, including accountability for results
- Serve as main liaison with USAID Senegal in country, as well as develop and maintain relationships with key private sector and government of Senegal counterparts
- Lead the development of 1.) a pipeline of investor-ready projects and investments in key sectors (renewable energy, water management, agriculture, blue economy, etc.), 2.) a catalytic grant facility for sustainable projects and ventures, and 3.) a sustainable project preparation facility for financial institutions in Senegal
- Ensure and support expert technical assistance to climate ventures and projects for sustainable outcomes and impacts
- Provide technical supervision of all aspects of contract work, including consultant and subcontractor identification and management, dissemination of information, and submission of reports and other contract deliverable to ensure high quality work is delivered on time
- Proactively and transparently coordinate with CFDA technical and project management staff in the Chemonics Washington D.C. office
- Track and monitor the progress of each grant/subcontract in close collaboration with the project’s MEL personnel to advance activity MEL and GESI, as well as to contribute to overall CFDA learning
- Identify issues and risks related to project implementation, including budget management, and direct program adjustments in a timely manner
- Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interest
Qualifications:
- An advanced degree in sustainable finance, business administration, public finance, environmental economics, public administration, development economics, or related field
- A minimum of 7 years’ professional experience in development, sustainability, climate, or other financial institutions, as well as at least 4 years’ experience implementing a donor funded activity. Prior experience managing USAID-funded contracts or cooperative agreements preferred
- A minimum of 3 years’ experience supervising staff
- Proven track record of success in developing and implementing projects mobilizing advanced technical advisory services for financial institutions, funds, or ventures preferred
- Demonstrable comprehensive knowledge of the Senegal sustainable finance space
- Prior experience developing grants programs preferred
- Demonstrable track record of promoting GESI and advancing team DEI

- Demonstrated leadership, versatility, and integrity
- Fluency in Wolof and French required. Advanced English preferred
