Background

SoCha intends to submit a proposal to provide evaluation services for UNICEF’s Formative Evaluation of National Immunisation Programme in Angola (2022-2024). The evaluation will aim to:

  • Assess the coherence, relevance, efficiency, and effectiveness of the immunization program in Angola between 2022-2024.
  • Examine the different approaches taken to identify and reach zero-dose and under-vaccinated children, with a focus on the supply/demand sides as well as hard-to-reach populations (including gender and equity along with persons with disabilities).
  • Draw lessons and formulate key recommendations for the refinement and potential scale-up of good practices to further support the Government of Angola in the efforts of strengthening the immunization program within the health care system.

SoCha seeks a highly qualified individual to fill the role of Team Leader. The position will require data collection and meetings in Angola, though some work can be done remotely. This position is contingent on contract award and approval.

Scope of Work

The Team Leader (TL) will provide technical leadership of this assignment throughout all stages of work. He/she will ensure all deliverables are completed with high adherence to quality standards. The TL will work closely with an Immunization Expert and SoCha home office technical staff. He/she will fulfill the following responsibilities:

  • Provide technical leadership for the design of the evaluation, including the proposed methodology, sampling methodology, and evaluation tools to be utilized.
  • Conduct desk review of policies and actions related to immunization, program documentation, and relevant literature.
  • Conduct qualitative interviews with key stakeholders. This may include health authorities and other stakeholders at the national and provincial levels in addition to focus group discussions with healthcare providers, community leaders, and caregivers. Other team members will also assist with data collection as required.
  • Utilize quantitative and qualitative research and evaluation methods to analyze relevant data. Analysis must factor in equity, human rights, and gender perspectives when conducting immunization-specific analysis.
  • Serve as primary author of all deliverables, including Inception Report, Evaluation Report, and other deliverables requested by UNICEF.
  • Maintain consistent, professional communication with UNICEF points of contact and other relevant stakeholders to ensure they remain informed and engaged. This includes bi-weekly progress reports and occasional participatory meetings.

Minimum Qualifications and Experience

  • Master’s degree or PhD in public health, medicine, epidemiology, evaluation methods focused on health sector and/or equivalent combination of education and experience in a related area.
  • More than eight (8+) years of experience in leading evaluations, especially formative evaluation or those meant to inform future directions of a program.
  • Extensive experience in conducting evaluations of health programs, preferably immunization programs or similar public health interventions.
  • Strong skills in using a variety of qualitative and quantitative research methods in addition to leading data collection and analysis in the area of immunization or similar public health interventions.
  • Demonstrated experience in communicating, negotiating, and working closely with government counterparts and health partners.
  • Excellent planning and writing skills to ensure deliverables are completed in a timely manner, with quality.
  • Excellent understanding and experience with UNICEF and OECD/DAC evaluation criteria, evaluation principles, and methodologies.
  • Strong professional proficiency in written and spoken English and Portuguese.
  • In-depth knowledge of the UN’s human rights-based approach, gender equality and equity agenda is highly desirable.
  • Experience engaging with the Ministry of Health in Angola or other sub-Saharan African contexts is highly desirable.
