TEAM LEADER – INDUSTRY ENGAGEMENT IN TVET IN PAKISTAN
(2 YEARS, 80 DAYS HOME-BASED, 50 DAYS ON SITE)

Helvetas Intercooperation gGmbH (Helvetas Germany) is a German Non-Governmental Organisation. It has been founded in 2013 and is rooted in the tradition and experience of Helvetas Swiss Intercooperation established in 1955. Helvetas’ work in Skills, Jobs and Income focusses on the promotion of employment and entrepreneurship of youth and adults, through the acquisition of relevant skills, including technical and vocational skills. We support our partners to improve access to vocational education and training for women and work together with private sector partners to improve the quality and relevance of Vocational Training programmes.

PROJECT BACKGROUND

The project “Capacity Development of private sector stakeholders for industry engagement in TVET” is jointly financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ), and executed by GIZ and the British Council. The GIZ TVET Sector Support Programme aims to support the development of Pakistan’s TVET sector and help graduates of demand-oriented training courses and jobseekers to find jobs in growth sectors. This project specifically fosters private sector engagement, as the backbone for enhancing the quality of TVET delivery and market relevance. Thus, the primary objective is to provide capacity building for members of Institute Management Committees (IMCs) and Business Industry Associations (BIAs) to enable them to work together and ensure that educational programs are relevant, high-quality, and aligned with the evolving needs of the industry.

MAIN TASKS

  • Take overall responsibility for the Helvetas’ advisory packages
  • Ensuring the coherence and complementarity of services with other services delivered by the TVET SSP at local and national level
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners in the line of project goals.
  • Communications and stakeholder engagement, including media-related activities, reporting, and advocacy for policy-related initiatives.
  • Responsibility for taking cross-cutting themes into consideration (for example, gender equality, digitization & greening)
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out, capturing the status of task completion, achievement of objectives, and risk assessment
  • Provide oversight and steering for work package 1 of the project (Development and Implementation of Capacity Development Programs for IMC and BIA members), ensuring alignment with TVET SSP goals, the timely development of WBT modules, and adherence to international standards
  • Conceptualize and implement conferences on private sector engagement for skills development in TVET & industry 4.0 (work package 3)
  • Responsibility for quality assurance of work packages 1 and 2 (Capstone projects and support for IMC & BIA members)
  • Regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ

YOUR QUALIFICATIONS

  • Education/ Training: University degree (e.g. Master’s) in education, business administration, public policy or any other sector-relevant degree
    • Languages: Knowledge of excellent written and spoken knowledge of English, C1 in the Common European Framework of Reference for Languages
    • General professional experience: 10 years of professional experience in TVET
    • Specific professional experience: 5 years of professional experience in facilitating partnerships between industry and government TVET bodies
    • Leadership/management experience: 8 years of management/leadership experience as a project team leader or manager, including annual budget responsibility.
    • International professional experience outside the country/region of assignment: 4 years professional experience in Asia, Africa, Latin America and the Caribbean, Central and Southern America
    • Professional experience in the country/ region of assignment: 3 years of professional experience in the region South Asia
    • Development cooperation (DC) experience: 8 years of experience working in DC projects
    • Other: 5 years professional experience in industry engagement for TVET with a specific focus on chambers and associations
  • Preference will be given to German nationals.
