Purpose of Proposal:

The upcoming Third Party Monitoring Consultant (TPMC) Services, Ukraine will perform monitoring services in Environmental and Social Framework (ESF), procurement, and financial management, including verification that the projects’ financial management and procurement arrangements comply with World Bank requirements, and that the physical implementation of projects is in accordance with signed contracts and approved ESF instruments, which are prepared based on the requirements of the World Bank ESF and relevant laws and regulations of Ukraine. The expected duration of this assignment is 12 months with the possibility of extensions based on business needs.

Summary of Role

Social Impact seeks a Team Leader for the upcoming World Bank TPMC Services to provide overall team management, guidance and direction to the TPMC team and be the point of contact with the World Bank’s associated Task Team Leader. The Team Leader will also be responsible for the completion of the deliverables and compliance with the contract, and monitor, verify and report on the implementation of project components.

Duties and Responsibilities specifically focusing on:

Outputs/results:

  • Assess the level in which project activities are delivering outputs to meet the results indicators defined in the project’s Results Framework.
  • Assess whether the project is delivering benefits to the intended number of beneficiaries, including whether it’s reaching females
  • Assess the extent to which the service generated by the project is reaching and is being utilized by the intended communities/beneficiaries.
  • Identify challenges faced by beneficiaries, communities, and the implementing entity’s field supervisors/consultants.

Goods:

  • Assess the adequacy of suppliers’ compliance with delivery schedules, review appropriateness of inspections, sample tests and related inspection reports
  • Check storage facilities, if any, and measures taken to guard against theft; and identify any need for replacement of damaged goods and follow up
  • For delivery of equipment assess appropriateness of the taking-over certificates, defect liability certificates, liquidated damages for delays and incomplete delivery, and compliance with warranty requirements.
  • Evaluate the status of contractual maintenance requirements after handover by the supplier/contractor, if required by contract.

Quality of Works (if applicable):

  • Assess quality of the works including E&S impacts; check physical and financial advancement; assess safety and security of employees and occupational health and safety measures in place.
  • Review work progress, issues during construction, and how/if these are resolved.
  • Assess adequacy of the supervising engineer’s role to ensure the contractor compliance with the conditions of the contract, including cost control, and adequacy of issuance of payment certificates for works carried out; Review timeliness of the payments made to the contractor; identify any signs of irregular subcontracting in violation of the contracts which must be brought to the attention of the Bank immediately
  • Review the validity of contractors’ claims and variation orders approved by the engineer or the employer; check the appropriateness of the taking-over certificates, defect liability certificates, liquidated damages for delays and incomplete works, and compliance with warranty requirements.
  • Assess the status of contractual maintenance requirements after handover by the contractor, if required by the contract.

Required Experience

  • Advanced degree (master’s and above) in Monitoring and Evaluation, Contract Management or other relevant field.
  • At least ten (10) years of senior level management experience relevant to the contract subject matter.
  • Must have previous experience:
    • managing expatriate and local staff on monitoring programs, as well as contractors.
    • designing and conducting monitoring programs, writing monitoring reports and conducting quantitative and qualitative field research.
    • managing portfolio-level monitoring programs in Fragile and Conflict locations.
    • conducting research in Ukraine.
  • Excellent oral and written communication skills in English and Ukrainian, analytic skills, interpersonal skills, and team management skills.
  • Proficiency in PC-based applications such as MS Word, Excel, Microsoft Project, data management, and excellent in Web research and navigation tools.
