The United Nations Development Programme UNDP Indonesia Country Programme 2021-2025 developed in partnership with the Indonesian Government addresses the unfinished business of the Millennium Development Goals and support national efforts to advance the 2030 Sustainable Development Agenda.
UNDP Indonesia and the Ministry of Health have been working together in a long-term partnership on health governance that is aimed at narrowing health development gaps and meeting the SDGs commitments. This partnership has been expanded with implementation of activities under the 2020-2025 Health Governance Initiative (HEART) Program that focus on the support to strengthen Indonesia’s health system capacity through policy advocacy, evidence-based generation intervention, technical assistance, and partnerships by adoptions of information technology advancement with total program budget at approximately USD 70 million.
The Health Governance Programme will have two outputs: (i) By 2025, strengthened national policy and institutional environment that is governing access to affordable medicines through evidence based and multisector collaborations. (ii) By 2025, the performance of national programmes is improved and positively impacts the coverage and the sustainability of services delivery and the health system better integrates environmental concerns in waste management practices to mitigate or limit its impact on environment(s) and prevent and reduce diseases related to climate change.
To facilitate opportunities for integrated policy and programme solutions, the project has been designed so that the outputs are mutually reinforcing, harnessing interlinkages across project components. The programme is articulated interdependent work streams:
- Strengthening an enabling policy and environment, regulatory and institutional environment for access to new health technology,
- Promoting cost-effective medicines, vaccines, and diagnostics through Health Technology Assessments
- Accelerating digital transformation of the health system,
- Capacity Development and Innovative Solutions for implementation of national health programmes (Programmatic, grant management, procurement, and logistics management information systems), including the new Biomedical Genome Science Initiative (BGSI),
- Technical support for and quality assurance for financial management to Principal Recipient AIDS, TB, Malaria funded program by the Global Funds for ATM,
- Improving distribution of vaccines for routine immunization, COVID-19, and all health commodities including for AIDS, TB, and Malaria, facilitation of South-South exchange of knowledge and technology for the development and implementation of SMILE for the distribution of vaccines and all health commodities,
- Promoting application system for medical waste management by developing digital waste management IOT application which able to track capacity of waste management from service to end sites.
HEART Cluster need an additional technical capacity particularly given how the portfolio has grown over the recent years. Under the overall guidance of the HEART Cluster Lead and Operations Analyst, a Technical Analyst will be recruited to provide technical support to projects under HEART Cluster on project development, implementation, technical assistance, and report development. The incumbent will coordinate with various units to support the large and highly complex project of AIDS, TB, Malaria, Health Technology, Green Health, and other health key activities.
HEART Cluster Lead and Operation Analyst will be the primary supervisor and second supervisor of the incumbent.
In carrying out the responsibility, the Analyst will work closely with UNDP operation, finance, and communication units as well. From time to time, he/she will also work with the relevant officers from local and national government bodies, relevant focal points from the regional bureau and HQ, the senior management, and a network of international development partners as well as civil society organizations to successfully advance UNDP’s migration governance programming in Indonesia.
Contribute to the project team in providing strategic inputs for the design and implementation of programmes/projects focusing on achievement of the following results:
- Provide inputs and strategic recommendations for the development of relevant programme/project proposals in line with UNDP’s Country Programme and support to Health Governance area.
- Provide policy advice and technical support to the design and implementation of programmes/projects in the portfolio through consultation with the Government, donors, UN agencies, NGOs/CSOs and other partners.
- Support the formulation exercise by facilitating engagement with stakeholders, inputs from relevant advisors and consultants, and proper preparation of project/programme documents in line with UNDP’s procedures.
- Assist in conducting analyses of the programme/project portfolio to assess its effectiveness in contributing to the intended outcomes and develop strategies to address identified weaknesses.
- In close consultation with the relevant outcome board(s), identify areas for support and intervention within the outcome areas assigned and any need for outcome level revisions that may be necessary to maintain UNDP’s relevance within the context of the country’s evolving development situation.
- Support the implementation of capacity development strategies to enhance the quality and impact of programmes/projects under his/her supervision.
- Ensure gender-related, health, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools.
Contribute to the management of the project/programme, including ensuring effective quality assurance and oversight, and application of Results Based Management across the portfolio.
- Provide support to the effective management of programmes and projects
- Ensure effective application of result based management tools and project/programme monitoring and evaluation procedures and guidelines to promote achievement of outcome level results. This includes technical support to the programmatic and substantive monitoring and evaluation of the projects using quarterly monitoring reports (QMRs) and Internal Project Assurance Reports (IPAR) as delegated by HEART Cluster Lead
- In collaboration with the project management units, provide support in the development of project annual workplans, including detailed plans for procurement and recruitment of goods and services.
- Support PMU HEART in monitoring Health Governance programme and projects to ensure they are progressing according to plan and assist project authorities to problem-solve and implement corrective measures.
- Support PMU HEART in overseeing all stages of project management, including initiation of the project, presentation of the project to the Project Appraisal Committee, entering project data into UNDP’s Enterprise Resource Planning system (Quantum), finalization of donor contribution agreements, coordination of project and budget revisions, and closure of projects based on corporate procedures.
- Support on follow up on audit recommendations and assist in the preparation of project reports for donors.
- Support implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e., performance management, gender marker assignment in web-based system QUANTUM, reporting, etc.
Facilitate strategic partnership, and in the implementation of a resource mobilization strategy related to specific high-priority projects:
- Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
- Provision of support in strengthening cooperation with key stakeholders
- Support the communication of the Health Governance programme/projects in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector.
- Facilitate information sharing and dialogue within the donor community
Facilitate production and dissemination of lessons learnt across the portfolio and ensuring effective cross-project and cross-unit knowledge fertilization
- Support knowledge generation and knowledge sharing based on programme/project experiences, and, when appropriate, make contributions to knowledge networks and communities of practice.
- Compile key sources of information and best practices for projects and thematic issues within the portfolio and facilitate access to this information by programme and project staff and other relevant counterparts. Maintain knowledge and advocacy networks which are linked to thematic issues or projects within the portfolio.
- Prepare briefs, talking points, and other documents as required by UNDP Headquarters,UN agencies and other stakeholders.
- Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the Governance area.
- Support arrangement of training programme for project staff as necessary on UNDP operational/ project policies and procedures.
- Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming

- Advanced university degree (Master´s degree or equivalent) in in Public Health, and or Health Science is required, or
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the Master university degree
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in health project management with government or working in similar position in an NGO and/or International Organization/National Corporation

- Have knowledge or experience working with UNDP health projects in Indonesia, would be desirable.

- Have experience in health project at the national and provinces/districts level would be advantage

- Have experience involve in online system information/web-based management systems development would be highly desirable
- Have experience in project monitoring and evaluation including data collection would be highly desirable
Required Languages:
- Fluency in English and Bahasa Indonesia is required.
