Background of the Program
Coalitions for Change (CfC) is a partnership program of Australia’s Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation in the Philippines. The program, through its successful and consistent track record, has been granted funding for another 6 years. CfC3 continues to support the formulation and implementation of key policies consistent with the government’s agenda on economic growth, improved governance, and social development.
Using the development entrepreneurship approach, the program creates spaces for collaboration, strengthening coalitions and networks, civil society, the private sector, the government, academia, and others to bring about transformative change. Working with these motivated groups and individuals, and underpinned with technical and political analysis, CfC successfully delivers reforms that lead to sustainable and inclusive development, improving the lives of Filipinos.
Background of the Assignment
Increasing Education Options
Currently, the public education system is in charge of 28 million learners, or an estimated 88% of total students in basic education. Given the government’s tight fiscal space to address classroom shortages and high student-to-teacher ratios, there will be a further strain on education delivery and learning recovery in the Philippines. Initial research has shown that public-private partnerships in education can address these issues and increase education options for students.
The Asia Foundation, through the Coalitions for Change program, would like to understand these challenges better through data gathering and analysis that would inform and shape the policy reforms on education.
Scope of Work of the Technical and Data Analyst
- Lead data analysis, including data extraction, consolidation, processing, and storytelling from available and reliable sources.
- Lead research and analysis on macro-level and micro-level trends on human capital development (particularly in education and training), including analysis of government budget allocation and expenditure in this area.
- Provide technical expertise for preparation of policy papers, briefers, presentations, and other reference materials to be presented to government officials and key stakeholders.
- Contribute to team discussions and strategic planning through data analysis.
- Maintain collaborative relationships with the CfC social development team, its network, and partners.
The successful applicant will ideally have demonstrated essential Development Entrepreneur traits of grit, autonomy, and humility.
Work Duration and Reporting Relationship
The consultant is expected to start work on 15 May 2025 until 15 September 2025 on a 60-day engagement. The contractor will work directly with the Social Development Team’s Senior Program Officer and Assistant Program Officer.
