Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an FHI 360 implemented global health initiative project funded by United States Government (U.S.G). FHI 360 is seeking applications from qualified Mozambicans for a Technical Director (TD) position for the EpiC Project in Mozambique, focused on improving, maternal, newborn, child health, immunization and nutrition outcomes by increasing use and access to high quality services.

Job Summary:

The Technical Director (TD) will work under the supervision of the EpiC Project Director and will provide strategic leadership and technical expertise to the implementation of the MNCH+N project in Mozambique. The TD establishes and continually refines MNCH+N technical frameworks, approaches, and tools; leads evidence-based technical assistance for programming; and ensures alignment with national and international health standards. The TD will work closely with FHI 360 global team, United States Government (USG) Department of State (DOS) personnel in Mozambique, implementing partners, and the Ministry of Health (MOH) to ensure timely development of workplans and monitor all technical aspects of the EpiC MNCH+N project from initiation through delivery. The TD also contributes to global thought leadership, supervises technical staff, and ensures that all technical activities meet donor, government, and FHI 360 requirements. The position will be based in Quelimane, Zambezia and will report to the EpiC Project Director in Maputo and have a working relationship with the FHI 360 Alcançar Technical Director.

Accountabilities:

• Provide overall technical leadership and expertise in the development and implementation of strategies to improve health outcomes through strengthened maternal, newborn, child health, immunization and nutrition (MNCHI + N) service delivery and service demand.
• Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including US DoS/FAO, implementation partners, Ministry of Health, and other key stakeholders
• Provide technical direction to evidence-based planning, and implementation of facility and community level interventions, based on local and global best practices and in alignment with approved life-saving interventions.
• Lead the planning of all MNCH+N project activities and set high quality performance targets ensuring adherence to technical standards, best practices, and donor guidelines.
• Provide leadership to the M&E component of the EpiC MNCH+N project including contributing to the finalization and submission of, performance monitoring plans (PMPs) and quarterly, annual, and other reports, as required.
• Contribute to program/project implementation, learning, and monitoring and evaluation through active collaboration with project teams and host-country government structures at central, provincial, district and facility level
• Support project staff to write papers, document project reports and disseminate lessons learned and best practices, incorporating these into new designs and ensure accuracy and appropriateness.
• Collaborate with the Project Director to proactively identify opportunities for new project initiatives and funding to support them.
• Collaborate with Alcancar staff in Nampula to ensure effective project implementation
• Support the recruitment, orientation and supervision of technical staff.
• Collaborate with cross functional groups on matters concerning staff development that leverages international staff to mentor local staff, to maintain project accountability and scale in the short term and fast track capacity building for the long term.
• Support performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
• Perform other duties as assigned.

Applied Knowledge & Skills:

• Technical expertise in the development and implementation of strategies to improve maternal, newborn, child health, immunization and nutrition (MNCHI + N) outcomes through strengthened health service delivery and service demand.
• Demonstrated leadership qualities, with accompanying depth and breadth of technical and management expertise.
• Demonstrated public relations and diplomacy skills required.
• Excellent oral and written communication skills.
• Management experience with a USG cooperative agreement and familiarity with Foreign Assistance Office agreement regulations preferred.
• Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
• Strong interpersonal, writing, and oral presentation skills in English; Portuguese language fluency is required.
• Ability to work independently and manage a high-volume workflow.
• Relevant computer software skills, including at a minimum MS Office.
• Ability to analyze and establish effective and supportive cross-project coordination, organizational procedures, and management systems.

• Leads coordination of resources for ongoing projects across functional areas and addresses/ resolves issues.
• Reports to the EpiC Mozambique Project Director.
• Supervises the EpiC MNCH+N Advisors

Education: **

• Master’s degree or its international equivalent in a clinical field, public health, nutrition or related field.
• Clinical training as a medical doctor or nurse with a specialization in maternal, neonatal, and child health (MNCH).
• Minimum of 12+ years of relevant experience in technical leadership and project management, including design, implementation, and oversight of evidence-based interventions, and application of recognized project management principles and practices.
• 8 years of leadership, strong business acumen and/or line management experience.
• Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).

• Typical office environment.
• Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
• Ability to sit and stand for extended periods of time.
• Ability to lift/move up to 5 lbs.

Technology to be Used:

• Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

• 10% – 25%
