Overview:

The Field Intelligence Operations Division, residing within the National Security Sciences Directorate, invites candidates to apply to join the team as a Technical Security and Signals Countermeasures (TSSC) Team Manager to apply certified technical proficiency and leadership expertise to ensure security and safeguards throughout the SCIFs in accordance with DOE and IC policy. The TSSC Team Manager will lead the Oak Ridge National Laboratory’s SCIF Technical Security Team and Program regarding TSCM and TEMPEST activities. This position combines advanced technical skills with strategic management and strict adherence to security protocols. The TSSC Team Manager will be responsible for ensuring Department of Energy (DOE) Orders, Intelligence Community (IC), and other contract-mandated Safeguards and Security requirements are communicated to ORNL management and staff.

You will lead and perform sensitive measurements and surveys of equipment and areas, as well as oversee evaluations as required and requested. Primary duties will include development, documentation, implementation, and compliance assurance of the TSCM and TEMPEST program. Major duties and responsibilities:

Technical Security Operations & Compliance

    • Oversee and ensure quality of TSCM and TEMPEST services, planning risk-based operations in alignment with DOE policies and responding to scheduled and ad-hoc requests.
    • Serve as SME for technical security concerns, vulnerabilities, and corrective actions; provide guidance on DOE O 470.6, protocols, and counter-threat policies.
    • Plan and execute evaluations, inspections, and surveys within required timeframes; review corrective actions and recommend upgrades to security systems and designs.
    • Must meet DOE O 470.6 for DOE TSCM Certification within required timeframes and completed TEMEPST training and certification requirements.

Analysis, Reporting & Documentation

    • Conduct analysis of surveillance, counter-surveillance, detection, and other technical vulnerabilities.
    • Prepare reports, briefings, and correspondence (inspection findings, recommendations, threat briefings, vulnerability/analytical reports).
    • Maintain secure digital records of equipment, operations, training, reporting, and program documentation.

Program & Resource Management

    • Develop and maintain TSSC procedures; conduct annual self-assessments.
    • Manage TSSC equipment inventory, maintenance, calibration, and accountability.
    • Submit and track budget requests, operational deliverables, and program resources.

Training & Advisory Support

    • Organize and facilitate training for TSSC specialists, ensuring compliance and technical competence.
    • Provide advice on technical security requirements for new construction, renovations, and design reviews.
    • Deliver technical threat briefings, analytical products, and recommendations to senior officials and stakeholders.

Mission Alignment

    • Safeguard DOE facilities, assets, and personnel through comprehensive technical security services.
    • Uphold ORNL’s mission and core values by fostering safety, integrity, teamwork, and inclusive excellence.

Cross-functional collaboration:

    • Work closely with researchers, scientists, and other internal stakeholders to ensure the computing environment effectively supports their projects. This role also involves coordination with internal security, compliance, and IT teams.

Basic Qualifications:

  • Current TS clearance with SCI eligibility
  • Bachelor’s degree, successful graduation from an approved Federal Government TSCM Training (Ex. Interagency Training Center) and a minimum of 12 years of current directly related operational experience. A combination of equivalent education and experience may be considered.
  • Extensive experience in classified environments is necessary, along with a thorough understanding of security policies and protocols.
  • Proven success in a supervisory or management role within a technical team is a must. This includes experience in project management and talent development.
  • Excellent analytical and problem-solving skills are critical for diagnosing and resolving complex technical issues.
  • Strong verbal and written communication skills are essential for collaborating with technical teams, researchers, and executive leadership.
  • Be capable of performing all TSCM and TEMPEST-related activities including working in small, enclosed locations; climbing and working at heights; lifting and carrying loads of at least 50 lbs.; distinguishing between colors; maintaining vision (corrected or uncorrected) of at least 20/40; and hearing (corrected or uncorrected) over the audio frequency range with any loss not to exceed an average of 30 dB, with the loss at any one frequency not greater than 40 dB.

Preferred Qualifications:

  • Extensive knowledge of safeguards and security policies, investigative techniques, electronic principles, and construction standards.
  • General working knowledge of DOE Presidential Decision Directive NSC-61, DOE O 475.1
  • Must possess a thorough knowledge of specialized equipment operations to include effective countermeasures employment.
  • Must have the ability to effectively relate technical requirements/issues to non-technical personnel.
  • Must have the ability to communicate effectively to large or small groups on technical and non-technical issues related to the Technical Security program.
  • Understanding of and experience-based familiarity with information security practices required to establish and maintain system integrity for safeguarding classified information in a secure environment.
  • Excellent written and oral communication skills for presenting formal and informal briefings, coordination and liaison activities, and writing reports, letters, and other documentation.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
  • Security and compliance for classified environments
  • Security policies and frameworks:A solid understanding of accreditation frameworks (e.g., NIST 800-53, RMF, and JSIG), compliance policies, and security threats is critical.
  • Implementation:Experience implementing and managing security infrastructure, countermeasures, and tools is essential for safeguarding classified information

Special requirement:

  • Visa sponsorship is not available for this position.
  • Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
  • This position requires the ability to obtain and maintain a Sensitive Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due to the SCI, you may also be subject to random polygraph testing.
