Chemonics International seeks multiple short-term and long-term technical specialists for the anticipated USAID-funded Municipal Water, Sanitation and Hygiene (MuniWASH 2) Activity. The purpose of the MuniWASH2 Activity is to improve financial viability and sustainability of private enterprises in the WASH sector and technical and operational performance among private and public actors. The Activity will also improve sanitation market expansion, governance and management oversight, and regional learning. The MuniWASH 2 Activity will recognize that the institutional frameworks for WASH in Benin and Côte d’Ivoire are complex and adopt different approaches in those contexts, as needed. The Activity will also support national and subnational governments to establish and implement effective regulatory frameworks, financial incentives, and operational standards to strengthen the enabling environment for private sector engagement and investment. In parallel, the Activity will support private enterprises to leverage community engagement, innovation, partnerships and financing to develop cost-effective and scalable products and services that cater to the needs of underserved communities. MuniWASH 2 has four main objectives:
- Ensure effective sector coordination, with policy and regulatory frameworks in place and strengthened governance and regulatory capacity;
- Improve demand, ability to pay, and supply for inclusive, sustainable and climate-resilient sanitation;
- Increase investment in WASH from the public and private sectors; and
- Increase local, national and regional learning and knowledge sharing to learn from and replicate successful approaches.
The senior technical team will be responsible for supervising all programmatic activities and have overall responsibility for the successful performance of the team. The senior technical team shall provide strategic leadership and bear primary responsibility for all requirements of the contract, ensuring that the key performance indicators, objectives, and deliverables are met. They will be responsible for ensuring compliance with USAID regulations, the contract, and Chemonics policies. These positions will be based in Côte d’Ivoire and Benin with exact locations to be determined.
Chemonics International is looking for individuals with experience in the following technical areas:
- WASH policy/regulatory/institutional reform in West Africa
- Organizational strengthening and capacity building
- WASH market systems development
- Urban sanitation services
- Climate resilient WASH services
- Municipal financial management and service improvement
- WASH financing and investment mobilization
- Private sector participation in WASH service delivery and product development
- Gender, youth, and social inclusion
- Monitoring, Evaluation, Learning, and Adaptation. Prior experience with USAID M&E systems and WASH indicators preferred
Qualifications:
- Master’s degree in relevant technical field such as WASH systems, water resources management, hydrology, civil engineering, urban planning, environmental sciences, international development
- At least 10 years of relevant technical experience that showcases increasing managerial responsibility
- Relevant regional experience in West Africa required; Côte d’Ivoire and/or Benin preferred.
- Experience working on USAID and/or other international donor programs
- Strong verbal and written communication skills with the ability to contribute to, review, edit and draft project reports and technical deliverables
- Fluency in French required; additional English proficiency preferred.
