I. ABOUT NONVIOLENT PEACEFORCE

Nonviolence Peaceforce (NP) is a nonpartisan international organization globally recognized for its Unarmed Civilian Protection (UCP) strategies in preventing violence, increasing safety and security of civilians, and strengthening local peace infrastructures across its programme locations. Presently, NP has country programme operations in South Sudan, Myanmar, Iraq, and the Philippines.

NP has been present in Mindanao, Philippines for 14 years working and living within the conflict-affected areas and being the first international NGO tasked to monitor civilian protection issues under the signed peace agreements of the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) since 2009.

II. PROJECT BACKGROUND

Responding to the growing concerns and threats of violent extremism amidst the pandemic, NP initiated a project called BRACE Project or Building the Resilience of women, young people, at-risk groups, and their Communities Against violent Extremism. He project is being implemented in Basilan, encompassing 3 municipalities; in Lanao del Norte, involving 3 municipalities; and in Sulu, targeting 2 municipalities.

BRACE Project is supported by the Australian Government and implemented by Nonviolent Peaceforce in partnership with a local organization, Balay Rehabilitation Center Inc.

III. OBJECTIVES

A consultant will be engaged to facilitate the development of a module, which will eventually lead to the development and packaging of a module.

  • Develop an MHPSS Intervention Strategy: Along with the Team create a tailored MHPSS intervention Strategy relevant to the culture and context of the beneficiaries that aligns with global standards and integrates Balay Rehabilitation Center frameworks. The intervention framework should consider practical approaches that are evidence based and appropriate to the contexts in which Balay operates.
  • Design and develop the MHPSS Capacity building for Social Workers and Service Providers: Develop a training and capacity building module and manual for MHPSS, utilizing existing publicly available tools, resources. The module and manual should aim to enhance the skills of service providers and partners involved in MHPSS initiatives and include supportive supervision. This also include mentoring Balay staff as Co-Trainers.
  • Along with the Training Team conduct/delivery of training sessions for social workers/local service providers on key MHPSS concepts/trauma healing, including psychological first aid, stress management and community-based support mechanisms.
  • Along with the Team facilitate the conduct of MHPSS intervention to FVEs and their families and provide technical support/accompaniment to MHPSS facilitators, ensuring adherence to ethical standards and the application of best practices in trauma and mental health care.
  • Learning, Monitoring and Evaluation

Support the Balay Team in the conduct of assessment of the effectiveness of MHPSS interventions and provide recommendations.

IV. METHODOLOGY AND SCOPE OF WORK

  • Evaluate existing modules and materials of the organization Develop and formulate a training curriculum and materials that are in line with the overall objectives and specific goals.
  • Conduct a needs assessment to identify the training needs of the target audience.
  • Verifying the modules by conducting a stakeholder consultation workshop.
  • Modifying the module contents according to the feedback received and completing the materials.
  • Develop a concept note outlining the module’s objectives, content, and expected outcomes.

Design a comprehensive training module that includes:

  • Introduction to the module’s objectives and relevance
  • Theoretical foundations and conceptual frameworks
  • Practical exercises and case studies
  • Role-plays and group discussions
  • Ensure the module is visually appealing, easy to follow, and engaging for the target audience
  • Ensure exercises are designed to promote active learning, critical thinking, and problem-solving skills

V. DEVELOPMENT OF CONTENT

The training module must be organized so that each module stands alone and is comprehensively developed, featuring a detailed description, practical case studies, and a standardized PowerPoint presentation. Moreover, the package should encompass:

  • Pre- and post-test forms to assess participants’ knowledge before and after the training
  • A training evaluation sheet to gather feedback from participants
  • A comprehensive trainer’s module that outlines the training methodology, providing practical guidance for potential trainers

The training module will be designed to be dynamic and responsive to feedback, allowing for revisions and improvements based on implementation results and participant input. This will ensure that the training remains effective and relevant, meeting the evolving needs of our stakeholders.

VI. PREPARATION OF THE DELIVERABLES/TIMELINES AND FINANCIAL PROPOSAL

The consultant’s engagement shall be in four (4) months maximum duration from submission of proposal to final report. Target duration of the engagement is from December 18, 2024 until April 18, 2025. The activities with corresponding deliverables or outputs are the following.

VII. ROLES AND RESPONSIBILITIES OF THE CONSULTANT

Designing the content and methodology of the module and manual:

  • Develop training agendas for diverse participant groups, outlining the content and methodology of the training sessions.
  • Develop comprehensive training module, including exercises, case studies, and interactive learning materials.
  • The consultant will ensure gender perspective for each area of focus;
  • Develop a standard PowerPoint presentation for module that aligns with the content and objectives.
  • Design pre- and post-test forms to assess participants’ knowledge gain and evaluate the effectiveness of the training.
  • Develop a monitoring tool to assess the effectiveness of the Module.
  • Develop practical exercises or simulations to test participants’ application of the knowledge and skills learned from the module.
  • Prepare a training evaluation sheet to collect feedback from participants on the training content and methodology.
  • Develop a trainer’s manual that explains the training methodology, offers practical guidance for potential mentors, and encourages consistent delivery of the training module.
  • The researchers/consultants will finalize the training module incorporating the recommendations from the validation workshop.
  • Following review and piloting of the materials and guidelines, revisions will be made based on feedback received.
  • Final training module is to be submitted to Balay Rehabilitation, Inc. and Nonviolent Peaceforce.

VIII. EXPECTED OUTPUT

Draft and final module and manual should be submitted according to the schedule. With submitting a draft module and manual, the consultant should organize an in-person or virtual workshop and discuss on comments and suggestions of the project staff. Relevant comments should be considered in the final module and manual. Moreover, the consultant will be responsible for presenting the most significant findings to the NP and implementing partners.

IX. CONFIDENTIALITY STATEMENTS

As part of the MHPSS consultancy for FVEs and their families, it is imperative to ensure that all information shared and collected through the project is treated with utmost confidentiality. Specifically, the following should be adhered to:

  • All the information shared by the participants will be treated with confidentiality and not disclosed, whether personal details, stories, or other sensitive information. All parties involved in the project have the right to privacy and dignity.
  • The access to the participant information will be limited to only authorized personnel who are directly involved in the consultancy process (i.e Brace team (NP and Balay Rehabilitation, Inc.). If shared to other stakeholders, seek permission to Balay Executive Director and Nonviolent Peaceforce.
  • The participant will be informed and involved in the purpose of data collection as well as rights on confidentiality. Consent will be obtained before any kind of information collection, and participants have the right to withdraw their consent at any time.
  • Any information collected will only be used for the purposes outlined within the project scope. It will not be utilized for any unrelated purposes without prior consent from the participant.
  • All data collected will be stored safely using appropriate measures for data protection. Digital data will be encrypted, and all physical records will be kept in locked files. Every attempt will be made to de-identify data wherever possible for the further protection of identity.
  • All staff and consultants participating in the project will be trained on confidentiality protocols and the importance of keeping participants’ information confidential.
  • When reporting findings or otherwise sharing information publicly, all identifying details that may compromise participant anonymity will be removed. Aggregated data will be used whenever possible to protect individual identities.
  • In case a breach of confidentiality is suspected or confirmed, swift action shall be taken, such as informing the participants who might be affected and taking measures to avoid the breach in future. This confidentiality statement is a continued commitment, and all the members of the consultancy are required to follow these guidelines even after the consultancy is completed.

X. COPYRIGHT AND OWNERSHIP OF THE MODULE AND MANUAL

All documents produced under this consultancy shall be the sole property of NP and may be used for any purpose whatsoever without the need to consult with the author.

XI. PROFESSIONAL FEE AND MODE OF PAYMENT

The professional fee amounting to TWO HUNDRED THOUSAND PESOS (Php 200,000.00) will be inclusive of tax and the payment will be done according to the following arrangement:

1st instalment

Amount: 20% of the total amount

Timeframe: Upon approval of study design, research tools, and study work plan

2nd instalment

Amount: 40% of the total amount

Timeframe: After submission of draft version study report

3rd instalment

Amount: 40% of the total amount

Timeframe: After completion of final study report

The payments will be made in A/C payee cheques in the name of the consultant/company.

XII. QUALIFICATIONS OF THE CONSULTANT

The consultant shall have the following qualifications:

  • At least 5-7 years of demonstrated experience in the mental health and psychosocial support field, specifically working with vulnerable populations, including FVEs, trauma victims, or those affected by violence.
  • Proven experience or knowledge about violent extremism, radicalization processes, and rehabilitation strategies for FVEs. Familiarity with contexts and environments with FVEs is extremely helpful.
  • Experience in developing training materials, manuals, or modules on psychosocial support, preferably with exposure to conflict/post-conflict settings.
  • Practical exposure to the field, especially in difficult terrain, to learn the realities behind MHPSS program implementation.
  • The willingness to collaborate with local organizations, governments, and other stakeholders in the process of bringing culturally appropriate and sustainable approaches.
  • Especially those that could communicate with the target population would be a great plus. Relevant language proficiency.
