Responsibilities You will provide security services for electronic communication through the application and implementation of high assurance Public Key Infrastructures (PKI) programs. You will ensure national policy, organization goals, priorities, and other issues are considered in the decision and leadership process. You will assess current and new policies/programs and project their feasibility. You will minimize the risk to national security by reducing security violations through formal security training, education, and command inspections. You will direct, manage, and coordinate the use of controlled key systems in support of various crisis, contingency, wartime, and/or exercise scenarios. You will provide security services for electronic communications and the electronic exchange of information between parties. You will identify and integrate key issues affecting the organization, to include: political, economic, social, technological, and administrative factors. You will oversee the allocation of financial resources, procurement and contracting procedures and processes, resolve formal and informal grievances and take action to correct procedures, which cause reduced performance. Requirements Conditions of Employment Qualifications GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying cryptographic/emission/transmission/and physical security to communications systems and networks; developing, managing, and improving communications systems; analyzing policy directives and objectives to recommend and implement changes; and lead conferences or meetings to discuss issues or influence decision-making regarding policy related issues, strategy, or plans. GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying cryptographic/emission/transmission/and physical security to communications systems and networks; developing, managing, and improving communications systems; and analyzing policy directives and objectives to make recommendations to management. Education Applicants must meet one of the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Basic Requirement: Undergraduate and Graduate Education: Major study — electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled OR Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis OR Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
