Background
The Governance Action Hub program of Results for Development (R4D) is a platform to bring together stakeholders and explore what is possible in the pursuit of common objectives through governance action and reform. The Governance Action Hub is set up as an incubator of initiatives around three explorations:
o Supporting local coalitions for local solutions,
o Uniting governance innovators, and
o Using evidence and data strategically for governance action.
For these and future explorations, the program has identified four catalyzing themes offering the opportunities to test new approaches to governance:
o Local/Sub-national development processes;
o State capture & anticorruption.
o Climate action & energy transition; and
o Rethinking democracy.
We build our work around the fostering of local coalitions for change, system-approaches, and development entrepreneurship principles.
Role: Lead Consultant – Peru
The Hub is seeking a dynamic and experienced Lead Consultant for a short-term contract that may be extended contingent on additional funding and the individual’s performance. The role involves the management of project activities in Peru, where we are building a collaborative intervention model to strengthen the capacity of local civil society, government and private sector to be active participants in the implementation of Concerted Regional Development Plans (PDCR based on Spanish translation), and to inform the Multisectoral National Mining Plan (PNMM). The consultant will work closely with the Governance Action Hub’s Director to manage stakeholder engagement in the country, coordinate existing activities, pursue new opportunities and strategically position the Hub for long-term impact in Peru. The consultant’s role during the initial three-month period of this contract involves:
Project Management
o Manage ongoing project activities in Peru, including coordinating the wrap up and discussion of next steps for a feasibility study currently underway in Cusco and Pasco regions ensuring quality outcomes. This will require close coordination with R4D’s headquarters to compliance with organizational and donor requirements. This includes regular check-ins to monitor the progress and conclusion of the feasibility study with stakeholders.
o Maintain strong partnerships with stakeholders in Moquegua, Cajamarca, Cusco, and Pasco, as well as other national and international stakeholders.
o Contingent on additional funding, manage new programmatic activities which may arise.
Business Development Support
o In close coordination with R4D headquarters, develop concept notes and pursue funding opportunities in the Hub’s pipeline for Peru. Details of these opportunities will be made available to the appointed consultant.
o Coordinate brainstorming and consultation sessions with Program Director to inform concept note/ funding proposal development.
o Draft concept notes/ funding proposals for at least two of these opportunities.
Stakeholder Engagement
o Foster relationships with local, regional, and national stakeholders, including government entities, development partners, and civil society organizations and citizens
o Facilitate or support engagements that promote citizen participation, and the inclusion of women, youth and indigenous people in participatory processes,
o Represent the Governance Action Hub at key meetings, events, and forums to implement the programmatic activities, further the goals of the program and promote the organization’s work in Peru.
o Document stakeholder engagement outcomes, including opportunities and challenges, in progress reports.
o The role will involve travel within Peru, and one confirmed trip to Canada.
Strategic Linkages
o Draw connections between project activities in Peru and the Hub’s global initiatives, ensuring alignment with the organization’s broader mission and strategy.
o Identify opportunities for cross-country collaboration and shared learning across the Hub’s workstreams. Include recommendations for shared learning and collaboration in the progress report.
Beyond Month 3
o If funding is secured and based on initial performance, the Lead Consultant will be expected to work in coordination with the Hub’s Director to:
o Manage the Governance Action Hub work in the region of Cajamarca to involve local stakeholders in the implementation of the local development plan;
o Coordinate the program’s work in Moquegua with partners;
o Lead engagement with national government and international cooperation working in Peru;
o Pursue additional funding opportunities for other regions in the country, with a focus on, but not limited to, Cusco and Pasco;
o Develop work plans with partners across Cajamarca, Moquegua, Pasco, and Cusco as needed.
o Support the implementation of the Hub’s global strategy in Peru.
Note that the consultant will report to the Governance Action Hub’s Program Director and will be expected to meet on a biweekly basis and provide regular written updates (e.g. weekly / bi-weekly) on progress and engagements.
Milestones and Payment
The consultancy will be milestone-based, with payments tied to the completion of deliverables:
Milestone 1: Workplan
Deliverables: Submit a detailed work plan for project management and opportunity pursuit.
Due Date: Month 1, Week 2
Payment: 15%
Milestone 2: Concept Note and Progress Report
Deliverables: One draft concept note (for a funding proposal) targeting a priority opportunity identified by R4D.
Progress report on the coordination of Cusco and Pasco feasibility studies and recommended next steps.
Due Date: Month 1, Week 4
Payment: 20%
Milestone 3: Concept Note and Progress Report
Deliverables: Progress report summarizing strategic activities and impacts, stakeholder engagements held and outcomes, and opportunities pursued. This report should also include recommendations for collaboration and learning/exchange.
One draft concept note (for a funding proposal) targeting a priority opportunity identified by R4D.
Due Date: Month 2, Week 4
Payment: 40%
Milestone 4: Three-Month Progress Report and Recommendations
Deliverables: Deliver a final report on project progress, impacts, and activities, with recommendations for future Governance Action Hub strategic activities in Peru.
Due Date: Month 3, Week 2
Payment: 25%
Contract Duration and Budget
The consultancy will run for three months from the contract’s start date. The contract may be renewed or extended based on the consultant’s performance and contingent upon additional funding for the Hub’s work in Peru. Any travel costs will be covered by R4D.
Qualifications
o Proven experience managing projects in governance, development, or related fields in mining areas of Peru.
o Demonstrated experience working with government stakeholders and funders.
o Experience working as part of an international, remote team. Ability to be self-motivated and work independently.
o Demonstrated capacity to lead engagement on citizen participation, and the inclusion of women, youth and indigenous people in participatory processes,
o Experience working with donor-funded international organizations.
o Demonstrated ability to pursue and secure funding opportunities.
o Strong strategic thinking and stakeholder engagement skills.
o Ability to travel within Peru and to Canada over the next few months.
o Fluency in English and Spanish is required.
