Overview:
International Business and Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting company, has been an industry leader in monitoring, evaluation, research, and learning (MERL) services since 2005. Over the past two decades, IBTCI has managed more than 26 regional and bilateral MEL support platforms globally.
IBTCI is seeking a Senior Monitoring and Evaluation Specialist (Consultant) for the current Third-Party Monitoring (TPM) project for the Food and Agriculture Organization (FAO) in Yemen. The project will provide independent monitoring of humanitarian aid programs, enabling FAO to assess the performance and effectiveness of its interventions. While Apex Consulting will manage field-level implementation, IBTCI requires a highly experienced professional to lead the design of TPM activities, analyze data, and prepare detailed monitoring and evaluation reports.
The ideal candidate will have a strong background in third party monitoring and evaluation, experience in conflict or fragile environments, and the ability to produce high-quality analytical reports.
Responsibilities
Essential Duties/Tasks and Responsibilities:
Third-Party Monitoring
- TPM Framework Design: Lead the design of third-party monitoring methodologies, including sampling strategies, data collection tools, and protocols.
- Report Writing: Develop and finalize templates for key deliverables, including Monthly Monitoring Reports (MMRs) and ad hoc reports requested by FAO.
- Data Review & Analysis: Conduct desk reviews of relevant documents (e.g., project documents, progress reports) and provide technical oversight for data analysis, ensuring accuracy and completeness.
- Draft Reports: Prepare high-quality MMRs and summary reports with actionable recommendations for FAO management and partners, linking findings to field observations.
- Stakeholder Presentations: Present findings, recommendations, and lessons learned to key stakeholders, including FAO and Apex Consulting, during periodic review meetings.
Evaluation (as needed/on demand)
- Evaluation Design: Assist in designing evaluation frameworks on an as-needed basis, ensuring alignment with project objectives.
- Evaluation Design: Support the design of evaluation frameworks, sampling methodologies, and data collection tools to ensure alignment with project goals.
- Data Analysis & Reporting: Assist in developing workplans, methodologies, and M&E frameworks for mixed-method evaluations. Contribute to data analysis and prepare reports with actionable recommendations for FAO management and partners.
- Collaboration: Coordinate closely with Apex Consulting to ensure proper implementation of evaluations and timely delivery of result.
Other Tasks/Responsibilities
- Collaborate with FAO, Apex Consulting, and other key partners to maintain alignment on project goals.
- Contribute to the continuous improvement of IBTCI’s TPM and evaluation processes by providing feedback and lessons learned from project implementation.
- Participate in relevant regional or international networks, technical working groups, and meetings to represent the project.
- Other duties as assigned.
Qualifications
Minimum Requirements:
- At least 7 years of experience in monitoring, evaluation, or similar roles in humanitarian or development contexts.
- Proven track record in designing TPM frameworks and evaluation methodologies.
- Strong analytical, report writing, and presentation skills, with a demonstrated ability to produce high-quality reports under tight deadlines.
- Experience working in conflict-affected or fragile environments, preferably in Yemen or the MENA region.
- Proficiency in data analysis tools and software.
- Demonstrated ability to manage multiple deliverables silmultaneously while maintaining quality standards.
- Excellent communication and coordination skills, with fluency in English (knowledge of Arabic is an advantage).
Education: Bachelor’s or Master’s degree in International Development, Social Sciences, Public Administration, or a related field.
Preferred Knowledge, Skills and Abilities:
- At least 5 years of experience in implementing TPM.
- Experience working with FAO or other UN agencies on similar TPM or M&E assignments will be a plus.
- Familiarity with remote monitoring approaches and methods.
- Strong understanding of the socio-political and economic context in Yemen.
Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does not have supervisory responsibilities.
Travel: International travel is not required.
Work Authorization: Work is remote.
Pay Transparency Statement: We are dedicated to ensuring a thoughtful, compliant, and equitable approach to employment compensation. Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated daily rate for this position is 300.00 to 500.00 USD.
