Overview of the Kenya Time Use Survey 2021

Time Use Surveys are conducted to provide deeper insights into how individuals and communities spend their time over a specified period. This information is critical for evidence-based decision making in terms of policy and programs on social and economic issues such as gender equality, contribution to the gross domestic product (GDP) among others. The first time use survey to be conducted in Kenya was undertaken in 2021 and the report was launched on the 19th of October,2023.

The Time to care Project.

Oxfam in collaboration with the Kenya Union of Domestic, Hotel, Educational Institutions, Hospitals and Allied Workers (KUDHEIHA) and Youth Alive Kenya (YAK) will implement a 6-year project titled ‘ Time To Care in Nairobi, Mombasa, Kiambu and Nakuru counties in Kenya. The project overall objective is to ‘Improve gender equality and care infrastructure for women and girls in Kenya’.

The Care Project will directly benefit 5,916 people and 2,021,800 people, these include both rural and urban populations, in particular small-scale farmers, women-headed households, unemployed and vulnerable men indirectly as shown in the table below: The project has a two-pillar strategy representing two Intermediate Outcomes (1100 and 1200):

  1. Increased adoption of gender-equitable social norms in support of women and girls in Kenya’s care infrastructure
  2. Increased implementation of gender-transformative legislation, policies, and practices by duty bearers in support of care infrastructure in Kenya for women and girls

Purpose and Objective

The Kenya Time Use Survey 2021 findings provides valuable insights into the economic value of unpaid work, barriers, and incentives to labour force participation, changing labour force practices, the balance between work and other roles, health, and wellbeing, volunteering and other community participation, and transport and infrastructure planning. The policy brief will summarise 2-3 key findings/messages and make policy recommendations which will significantly contribute to realization of Outcome 1100 and Outcome 1200. To this end, Oxfam seeks to identify engage a consultant.

  1. To conduct a detailed literature review of available research and policies on time use.
  2. To establish the prevailing situation and the challenges on individual and community time use in Kenya.
  3. To develop evidence-based clear and concise policy recommendations to mitigate the identified challenges.
  4. To present a simple but compelling case for the policy recommendations in a policy brief.

The assignment will employ qualitative data approaches for data collection and analysis. Oxfam expects the consultant(s) leading the assignment to use a gender lens. In its work, Oxfam seeks to apply a Feminist Approach to Monitoring, Evaluation, Accountability and Learning (FMEAL)..

Methodology

The consultant(s) should be prepared to use appropriate qualitative and participatory data collection approaches and techniques that will guarantee quality and ethical compliance.

Scope of Work

The consultant will:

  1. Conduct a review and synthesis of available literature to gather comprehensive data and information on the time use.
  2. Analyze the data obtained to identify the main challenges and potential opportunities.
  3. Engage with stakeholders, experts, and policymakers as necessary to obtain deeper insights and validate key findings.
  4. Develop relevant policy recommendations guided by the stakeholder inputs on the identified policy issues.
  5. Prepare a comprehensive and well-structured policy brief document.
  6. Ensure the policy brief is credible and supported by solid references.
  7. Incorporate feedback from all stakeholders and relevant stakeholders into the final policy brief.

Timeline

  • The consultancy is expected be completed within 15 days, including the submission of the inception report, draft and final policy brief. This will be in the month of September 2024

Deliverables

The consultant will provide:

  • An inception report detailing the proposed methodology and work plan within 2 days
  • A draft policy brief for peer review and feedback- 11 days
  • A final policy brief – 2 days

Qualifications

The ideal consultant should possess:

  • A robust background in the area of time use surveys.
  • Demonstrated expertise in policy analysis and policy brief development.
  • Exceptional research and analytical skills.
  • Proficiency in written and verbal communication.
  • Familiarity with the Kenyan policy landscape (preferable).
  • Proven ability in stakeholder engagement and conducting interviews or focus group discussions.

Selection Criteria

The selection process will be based on the following criteria:

  • Relevance of experience and qualifications.
  • Quality and feasibility of the proposed methodology.
  • Clarity and relevance of the financial proposal.
  • Examples of previous work showcasing the ability to develop high-quality policy briefs.

TAX AND VAT ARRANGEMENTS

Oxfam will deduct withholding tax from the professional fees which will be in conformity with the prevailing government rates and submit the same to the Government of Kenya.

BID REQUIREMENTS

Consultant(s) who meet the above requirements should submit bids, which at minimum include the following:

  • Suitability statement, including commitment to availability for the entire assignment.
  • Brief statement of the proposed study methodology including a detailed work plan.
  • Detailed financial proposal, including daily costs.
  • Information on the team composition and level of effort of each team member – include updated curriculum vitae that clearly spell out qualifications and experience.
  • Contacts of three organizations that have recently contracted the consultant to carry out relevant study.
  • Samples of similar and/or related work done previously
  • Budget financial proposal must indicate all-inclusive costs for conducting the assignment.

N/B: The entire bid should be a MAXIMUM OF fifteen (10 ) PAGES inclusive of CVs and Budgets. Bids not meeting this requirement will not be considered.

REPORTING LINES

The consultant shall work under the supervision of the Oxfam’s Gender Justice and Women Rights technical team.
