Purpose of the Role
The TPM/MEAL Manager will lead the delivery of independent monitoring and verification services for multiple humanitarian clients. The role focuses on ensuring objective assessment of projects, maintaining strict independence in monitoring processes, and delivering high-quality verification reports that meet diverse client requirements while upholding international monitoring standards.
Key Responsibilities
TPM Project Management & Client Relations:
- Manage multiple concurrent TPM assignments for different humanitarian organizations, ensuring clear boundaries and independence between projects
- Develop and implement customized monitoring frameworks aligned with each client’s specific requirements and donor compliance needs
- Establish and maintain professional relationships with client focal points while preserving monitoring independence
- Navigate complex stakeholder environments involving multiple humanitarian actors, donors, and implementing partners
Independent Monitoring & Verification:
- Design and implement robust verification methodologies for humanitarian project monitoring
- Establish clear protocols for independent data collection, verification, and validation
- Ensure systematic cross-verification when monitoring multiple programs in the same geographic area
- Maintain strict confidentiality and independence in handling different clients’ information
Analysis & Reporting:
- Produce high-quality, objective monitoring reports tailored to each client’s requirements
- Develop data visualization and analysis products using tools like Power BI and GIS
- Ensure clear differentiation of findings and recommendations across different client projects
- Maintain systematic documentation of monitoring methodologies and verification processes
Quality Control & Ethics:
- Establish and maintain conflict of interest protocols across different client engagements
- Ensure adherence to humanitarian principles and monitoring ethics
- Implement robust data protection measures across all client projects
- Maintain clear documentation of independence and verification methodologies
Required Qualifications & Experience
Essential:
- Advanced degree in Monitoring & Evaluation, Social Sciences, or related field.
- 7+ years of experience in third-party monitoring of humanitarian projects in sectors like WASH, Health, Protection, Shelter, and Education.
- Proven track record of managing multiple TPM assignments for different organizations.
- Strong expertise in verification methodologies and independent monitoring approaches.
- Experience with digital data collection tools and analysis platforms.
- Excellent report writing and presentation skills.
- Strong stakeholder management and diplomatic skills.
- Fluency in English; Arabic, or French is highly advantageous.
Desirable:
- Experience working in MENA region humanitarian contexts
- Knowledge of major donor compliance requirements (USAID, EU, FCDO, UN)
- Understanding of the humanitarian cluster system and coordination mechanisms
- Experience with remote monitoring methodologies
- Familiarity with humanitarian standards and principles
